Description

The City of Norfolk is seeking a Talent Acquisition Manager who will design and implement forward thinking recruiting strategies to attract and retain diverse, high-performing candidates ready to further their career by serving our residents.

The Talent Acquisition Manager leads recruitment planning, strategy and operations while managing a team of analysts. Manages team metrics, requisitions, and provides daily motivation and direction for team members.

The Talent Acquisition Manager acts as subject matter expert on all facets of the recruiting process, serving as an advisor, coach and mentor to hiring managers, staff and candidates. The ideal candidate will drive results by leveraging strategic recruitment methods and philosophies to attract and identify the best candidates from a wide range of sources including but not limited to online recruiting platforms, ATS (Applicant Tracking System), professional boards, internet sourcing, LinkedIn, networking with colleges, associations, community outreach, and other technical or creative methods.

Essential Functions

Essential functions include but are not limited to:
  • Ensures open jobs are posted on job boards, social media, colleges, and other avenues as appropriate.
  • Assists with responding to matters regarding recruitment policies and procedures, problems, complaints, and other service delivery issues.
  • Works with the Talent Acquisition team and marketing to prepare documents for attendance at job fairs. Attends career fairs and local events when applicable. Identifies, schedules, and participates in Talent Acquisition remote and virtual recruitment events and other applicable events. Maintains compliance with talent acquisition processes and procedures.
  • Advises and coaches departments on recruitment policies, procedures, best practices, selection processes and interviews.
  • Implements team strategies and tactics to address high volume, rapid response, and proactive recruitment needs for a growing county.
  • Contributes to team development as an expert user of the ATS and flex across teams as needed to provide training on optimal use and best practices.
  • Ensures the Talent Acquisition team has accurate and thorough documentation within the City’s ATS system, and other tracking mechanisms, as requested, to preserve the candidate lifecycle status.
  • Supports the Human Resources Department and Director of Human Resources by working on special projects and supporting a variety of HR activities.
  • Recommend adjustments and revisions to the City's compensation plans to ensure that the City's compensation system is internally equitable and externally competitive.
  • Communicates new or updated recruitment policies with all department heads, department HR Partners and or hiring liaisons.
  • Partners with organizational leadership and hiring managers to understand workforce plans for assigned business functions. Drives and executes plans while understanding drivers, roadblocks, and contingencies in meeting hiring plans.
  • Develops, executes, and manages recruitment team metrics. Motivates team members to meet and exceed goals.
  • Leads full cycle recruiting for team members and individually assigned requisitions. Screens resumes identifying top talent. Identifies and standardizes sourcing tools and technologies to effectively identify qualified candidates.
  • Research, respond and/or oversee the release of employee information in accordance with the FOIA and/or EEO charges.
  • Serve on various committees regarding human resources issues, as needed, to provide information pertaining to human resources areas.
  • Manage vendor relationships monitoring service requirements, delivery and administration of outsourced and third-party vendor relationships/contracts.
  • Oversees the sworn promotional processes for the Fire and Police Departments.
  • Works with the Talent Acquisition team to write quality and consistent hiring documents, job postings, and recruitment processes. Ensures regular maintenance to maintain legal integrity.
  • Coordinates recruitment and retention activities with other divisions, government agencies, employees, and other private and public organizations.
  • Works with team to execute the pre-hire process.
  • Develops team sourcing strategies to ensure a robust talent pipeline based on market conditions and the needs of the county.

Knowledge, Skills, and Abilities (Full Performance)
  • Skill in coordinating the work of employees performing multiple functions.
  • Thorough knowledge of applicable Federal and State laws and requirements pertaining to administration of assigned programs or functions.
  • Skill in planning, coordinating, and implementing programs and functions of human resources administration, such as payroll/leave management, classification and compensation, applicant recruitment and testing, and training.
  • Thorough knowledge of human resources law, rules, regulations, policies, procedures, and memoranda of understanding.
  • Highly skilled in spreadsheets, database management, and graphing; communications and networking; preparing operational reports; collaborating with other agencies and coordinating services; report writing; policy development and implementation.
  • Thorough knowledge of federal and state equal employment opportunity laws and practices.
  • Thorough knowledge of the organization and functions of City agencies.
  • Skill in directing work activities through subordinate supervisors.
  • Ability to demonstrate verbal and written communication skills at a high professional level.

Education/Experience


  • Demonstrated skill and knowledge of applicant tracking system (ATS) and the identification and sourcing of qualified candidates using multiple platforms.
  • Seven (7) years of progressive experience in full life cycle talent acquisition, including 4 years supervisory experience. High volume recruiting experience and government and/or public sector experience in talent acquisition are preferred.
  • Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Business Administration, Human Resources, or in a job related field of study.
  • Master's degree in any of the above is preferred.
Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Ability to gather, organize, and analyze narrative and statistical data; analyze problems, consider options, formulate strategies, and make practical recommendations; interpret, and apply procedures, rules, and laws. Knowledge of principles of human resource management and practices and state and federal laws pertaining to fair employment practices, and equal employment opportunity. Demonstrates a high level of confidentiality. Standard office environment.

SPHR-SCP, SPHR, Compensation Professional, or equivalent certifications preferred.
