Job Description
General Information

The Talent Acquisition Manager is responsible for leading, managing, and developing members of the Port’s Recruitment Team while also managing the daily operations and end-to-end talent acquisition processes. This includes the overall administration of recruitment related programs as well as enhancements, process improvements and efficiencies for ensuring the programs align with the culture and values and evolving needs of employees and the Port. The TA Manager will be collaborative, innovative, and focused on ensuring the delivery of an inclusive, engaging, and best-in-class experience for our candidates and hiring supervisors through our exceptional delivery of well-established processes for both represented and non-represented positions. The TA Manager will interact with various hiring managers, HR colleagues, business leaders up to and including senior level management. As a working manager you will also maintain a recruitment workload and will ensure that standards and best practices are in place to attract and retain top talent.

In this position, you’ll have an opportunity to work a hybrid schedule typically working two days in office (at the PDX airport) each week with the remainder working remote. Summary of Essential Responsibilities

  • Embody inclusive recruiting and onboarding practices and coach talent acquisition team with influencing hiring managers with identifying bias in interviewing and selection protocols, educating on veterans’ preference process and affirmative action goals.
  • Manage contracts for augmentation of in-house recruiting efforts through RFP vendor selection process including, background investigators and criminal history check, pre-employment drug testing, executive search firm, and potential RPO agencies to ensure high-quality candidates are available for hard to fill positions.
  • Collaborates with HR management team to align change management methodology and ensure it is embedded into key projects, programs, and tools to positively influence the organization’s transformation related to workforce acquisition.
  • Approve time off, coordinate staff schedules, conduct coaching conversations, performance improvements plans, fill vacancies as necessary, and ensure compliance with departmental and organizational policies and practices.
  • Leads the development, execution of effective recruitment strategies by providing a clear vision for the recruitment process and a strategic approach to identify, attract, hire and retain top talent.
  • Partners with business leaders to explore ways to enhance overall effectiveness, efficiency and sustainability in the sourcing model and foster continuous improvement.
  • Regularly distills various data points of information into key insights, clear recommendations, and action plans with HR colleagues.
  • Assign, review, and evaluate team performance of full lifecycle recruiting to include building strong partnerships with hiring managers; developing strategic and inclusive recruiting plans; sourcing, identifying, and attracting diverse candidates; screening, interviewing, selection, offer and negotiation, and communicating the Ports mission and value proposition.
  • Ensure compliance with appropriate policies and procedures and state and federal laws.
  • Oversee the Port’s Internship Program create, review, and revise company-wide recruitment related activities for intern placements that are primality focused for women and minority students.
  • Serves as the talent acquisition partner on various Port recruitments, typically those that are high profile or potentially difficult to fill; executes all sourcing and selection processes from position posting through offer.
  • Use data driven approaches and leverage technology to define, develop, assess and monitor recruitment metrics, produce regular and ad hoc reports, interpret, and review data, applying findings to the ongoing recruitment strategy, and improve recruitment outcomes for the Port.
  • Responsible for supervision of Human Resources Interns, overseeing training schedule, mentoring, timekeeping, and experience overall evaluation for future enhancements.
  • Oversees coordination of required programs and reporting as well as applying and upholding the Port’s drug and alcohols program as it relates to new hires.
  • Coalesce various tools and information related to compensation, benefits, and Port programs in one accessible place to ensure comprehensive and up to date information is available for talent acquisition team and new hires.
  • Manage the contingent worker contract and process requests for temporary workers and ensure adherence to Port temporary worker policies.
  • Manages, trains, coaches and mentors’ talent acquisition team on recruitment-related policies and practices including civil service process.
  • Innovate in the areas of identifying and implementing new recruitment channels. Implement sourcing methods including leveraging social media and website recruiting, hiring search firms, developing outreach programs, and research job advertising options and maximize the use of social media tools to attract and source candidates.
  • Oversees existing and new talent acquisition-based programs meant to engage partners and strengthen efforts to reach diverse candidates (e.g., individuals with disabilities, interns, and veterans).

Minimum Requirements/Skills and Abilities

  • Experience in negotiation and explanation of all aspects of employment offers including, base pay, bonus plan, PERs, time off, comprehensive benefits and perks and effective communication of compensation philosophy.
  • Experience managing a budget.
  • Bachelor of Science in business administration or related field AND at least 5 year’s progressively responsible professional level experience in a talent acquisition role with at least 3+ years demonstrated experience in supervision of employees OR any combination of education and experience that demonstrates the ability to perform the job duties (required).
  • Advanced knowledge of talent acquisition and recruitment practices including a strong understanding of full lifecycle recruiting components including sourcing, knowledge of technology, trending practices in the market, attracting, screening, interviewing, and selecting, reference checking, background investigations, drug testing (including DOT and USCG regulations) affirmative action hiring practices, Veterans Preference requirements and fair hiring in the talent acquisition applicant flow processes.
PREFERRED QUALIFICATIONS:
  • Oregon Civil Service compliance related to the Firefighting selection process requirements.
  • Adept with various selection processes (video interviewing, phone interviewing, facilitating panel interviews and civil service assessments).
  • Employment laws and HR practices including laws and policies related to managing personnel.
  • SPHR or PHR certificate
  • Experience using Applicant Tracking Systems, specifically NeoGov
  • Affirmative Action Plans and Equal Employment Opportunity
  • Knowledge of Oregon Pay Equity Act requirements
  • Federal contractors & subcontractors OFCCP’s regulations and VEVRAA, Section 503 & EO 11246
  • Experience using various on-line networking tools, such as LinkedIn, Indeed and Glassdoor
