Job Description

The primary purpose of this position is to serve as Chief, Personal Property and Passenger Element. Responsibilities Supervises, assigns, directs and reviews the work of three military traffic management unit leaders and 10 subordinate civilian employees directly, and eight military technicians indirectly on a daily basis by oral or written instructions Directs the operation of a commercial transportation passenger travel unit engaged in the movement of military and DoD civilian employees and their dependents authorized by official travel orders. Directs the operation of a personal property shipping unit engaged in the efficient and effective movement of personal property for military members and their dependents and civilian employees and their dependents for all branches of the Department of Defense Performs other supervisory, clerical and administrative tasks in support of the transportation work, Coordinates directly with major command headquarters, defense agencies, and other installations to identify and resolve conflicting regulatory guidance and directives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the full range of transportation policies, practices, and techniques to include knowledge of travel assignments, personal property movement, personal property entitlements, carrier industry practices, international, state and local laws, and operations for shipping and storage within the transportation function. Knowledge of the different instructions, regulations, directives, local operating procedures, and governing entitlements, concerning shipment and storage of personal property in order to run and track a quality program. And a variety of types of passenger travel to arrange commercial, government owned or contracted domestic and foreign travel. Including travel documentation and billing procedures. Knowledge of contractor quality assurance procedures and enforcement. Various logistics computer operating systems, such as GATES, SMOS, TOPS, DPS, etc. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: General knowledge of traffic management operations. General knowledge of traffic management directives and policie Supervisory skills to manage subordinate personnel engaged in traffic management duties. Skill to interview potential transportation and traffic management employees and customers. Skill to communicate facts concerning directions, entitlements, restrictions, etc., to headquarters, superiors, subordinate employees, and customers. Skill to exercise mature tact in dealing with superiors, subordinate employees, and customers. Ability to provide high quality transportation and traffic management services to customers. Ability to make sound transportation and traffic management judgments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
