The position is responsible for coordinating project activities between multiple disciplines.

NextDecade is seeking a full-time Sr Director, HSSE to support the long-term operations for the Rio Grande LNG facility located near Brownsville, Texas. This position will require you to work from both Houston, early phase, and then relocate to Brownville, Texas.
Some of the duties required are listed below:
- Responsible for instilling a philosophy of teamwork and professionalism among all employees of RGLNG, and to ensure the HSSE organization adopts the Best Practices of the LNG industry world-wide. Establish and maintain a “One-Team” company culture and champion NextDecade Corporate Values during all project phases.
- To be directly responsible for getting the company Operations HSSE Department set up and ready for operations of the plant by month 37 post-FID.
- Develop and implement the Operations policies through detailed procedures, including company HSSE procedures.
- Delivery of HSSE commitments, policies, guidelines, and procedures in the RGLNG Operations Management System Framework.
RESPONSIBILITIES
- Ensure necessary and sufficient manpower to guarantee the plant production operations team is professionally managed and is aligned with the best practices of the LNG industry.
- Implement Fit to Work Policy.
- Work closely with the Contractor’s site HSSE Manager, RGLNG Project HSSE to ensure compliance with stated policies and procedures and permit conditions.
- Work in conjunction with Operations to support RBI and RCM processes.
- Develop Incident Manager Plan; investigate all accidents and High Potential incidents and submit appropriate reports on the findings with recommendations to prevent recurrences.
- Demand manager for HSSE Security business systems implementation.
- Lead role in the development, implementation and operationalizing of RGLNG Safety Case, Regulatory Compliance Plan, Safety Management Plan, Continuous Improvement, Environmental Management Plan, Security Plan, Health Plan, Emergency Planning & Response Plan.
- Develop an HSSE Calendar of Events: meetings, audits, visits, inspections, training, and contractor auditing.
- Implementation and assurance that RGLNG is following the International Ship and Port Facility Security Plan (ISPS).
- Work with Next-Decade public relations personnel on developing messages for public forums and inquiries, as appropriate, to address regulatory, community and stakeholder concerns and issues.
- Provide stewardship of Owners “HSSE Lessons Learned” initiative.
- Setup and chair Employee Safety Committee.
- Development, Implementation and Owner of the Behavioral Based Safety Program.
- Responsible for HSSE CAPEX and HSSE OPEX budgets for Operations.
- Champion and provide oversight for the Environmental Training Program and Protected Species Observers (PSO) and ensure detailed reporting per the IHA is maintained and submitted as required.
- Interfaces with regulatory agencies, (FERC, PHMSA, Coast Guard and OSHA) and outside agencies and consultants. Ensure that code and compliance requirements from local, state, federal and other regulatory bodies are met for work performed in the field.
- Proactively assist the LNG Operations team to ensure that OHS and environmental regulatory requirement, EIS commitments, ESG and NextDecade Corporate HSSE requirements are incorporated into LNG Operations HSSE Standards and Procedures.
- Inspect and address specific topics including but not limited to Limit of Disturbance details, secondary containment maintenance, debris maintenance, dust control, roadway maintenance, wildlife interactions, etc.
- Review all Process Safety in Design documentation – including but not limited to Safety Philosophy, Fire and Gas Detection, Fire Protection, ESD and Flare Blowdown, Black Start ALARP demonstration, ENVID, SIL Assessment, Greenhouse Gas Emissions and Health Risk Assessment.
- Own HSSE risk register.
- Develop and maintain HSSE related KPI’s and ensure compliance and reporting as required with all regulatory agencies (FERC, PHMSA, CFR, etc.). Report HSE facility statistics to appropriate stakeholder departments and train owners.
REQUIREMENTS
- Minimum 5+ years experience in Oil & Gas Plant Operations in a leadership role.
- Experience in developing and implementing a HSSE Operations Management System.
- At least 10 yrs experience in developing and managing a Safety Case or a similarly related program.
- Minimum of 10+ years’ experience in Senior Safety Leadership role in Plant Operations.
- Minimum experience required for the position:
- Experience in HSSE Managing energy related Operations. LNG experience strongly preferred
Minimum knowledge, skills and abilities required of the position:
- Knowledge and understanding of US applicable codes and standard.
- Experience of project life cycle, and ability to manage interfaces and work closely alongside project and operations teams during FEED, detailed design and construction.
- Experience in leading and motivating a large multi-disciplinary team and proven ability to guide, mentor and inspire other team members to achieve outcomes.
- Must know all laws and regulations that govern LNG operations within Cameron County Texas and ensure that NextDecade is in good standing.
- Deep experience in professional discipline - able to solve complex to abstract problems, and supervise or provide technical guidance to juniors.
- Ability to think innovatively to offer practical solutions while achieving targeted risk profile.
REQUIRED EDUCATION:
- 4 Year Degree with related technical discipline or professional equivalent Management of HSSE LNG Operations Experience.
ADDITIONAL INFORMATION:
- Experience in implementing measures to achieve first class contractor safety performance.
- Communicates effectively at all levels of the organization to ensure clarity in expectations requirements, and deliverables. Excellent analytical skills.
- Self-starter who welcomes working in a fast paced challenging and diverse entrepreneurial environment.
- Ability to undertake domestic and international travel as required.
- Strong contract management and negotiation skills.
