Job Description
General Description of Duties

Under direction of the Real Estate Management Director, the purpose of this position is to administer responsible professional, technical, and administrative work for County lands, building, and facilities. Employees perform, advise on, plan, or direct management of real property, preparation for disposal of real property, and disposal of real property. Employees in this classification are responsible for ensuring adherence to, and compliance with, all applicable County, State and Federal codes and regulatory requirements applicable to the work.

Essential Job Functions

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.
  • Maintains records of space, in terms of amount, type, and value, and prepares documents to satisfy various reporting requirements.
  • Recommends modifications to address changes in County’s mission or needs, and/or to provide appropriate services.
  • Appraises real property for the purpose of determining market or fair rental value in the negotiation of leases.
  • Inspects properties ensuring that space or property and tenants are in compliance with the lease specifications, environmental or regulatory requirements, other contractual terms and conditions, and/or is consistent with County’s mission or needs.
  • Negotiates for acquisition or lease of a variety of property types including all commercial property types, residential, vacant land, encumbered land (easements for conservation, flood control, and/or right-of-way); analyzing contract terms; interpreting appraisals, engineering plans, maps, title reports, and legal documents; and relocating residential and business properties in adherence to the principles of eminent domain as required by County public projects.
  • Cooperates in the inspection of alterations being made, or buildings being erected under lease agreements, to ensure the agreed lessor-lessee specifications are being met.
  • Coordinating the preparation of technical planning documents and reports, real estate maps, and/or legal descriptions of land.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
  • Communicates with the public, developers, contractors, architects, Department Heads, State, and County Public Officials, for the dissemination of information, the resolution of problems, and to facilitate management/utilization of County properties and facilities.
  • Develops detailed scope of work statements explaining procedural and specific delivery requirements for use in contracting for goods or services.
  • Maintains budget reporting on every project.
  • Conducts inventories, utilization surveys, and/or compliance inspections, typically to classify space or property and/or confirm how it is being used.
  • Analyzes and interprets appraisals on complex high value properties to be used in condemnation suits, major leases for County governmental offices, or sale or lease of properties.
  • Performs various administrative and executive duties, e.g., budget preparation, report preparation, staff management, special projects.
  • Develops and implements division policies and procedures.
  • Orders certain due diligence and other appropriate studies or analysis for management consideration.
  • Coordinates with the County Attorney’s Office in purchases of property, facilities, easements, maintenance maps, and cost of cure items.
  • Researches and prepares various special studies and reports as requested by his/her supervisor(s), the County Manager, Board of County Commissioners, and others, as directed.
  • Develops and maintains data and policies as it relates to County properties and facilities.
  • Resolves problems with facilities involving property owners' or tenants' responsibilities, or such matters as encroachment or trespassing, and renegotiates existing leases.
  • Drafts or reviews complex leases, negotiations, or purchases of real property for highways, public building sites, park sites, flood control facilities and for other general public purposes.
  • Performs County real property management assignments as necessary.
  • Works and cooperates with the County Attorney’s office on real estate proceedings and reviewing settlements being made during such proceedings.
  • Represents County in negotiation of purchase, lease, and/or disposal contracts for County-owned properties.
  • Maintains current knowledge of trends and regulatory developments for application to functional areas under charge.
  • Prepares various forms of documentation regarding division activities.

Minimum Qualifications

Education: Bachelor’s degree in real estate, public/business administration, economics, civil engineering, or related field.
Experience: Five (5) years of professional real estate experience negotiating commercial, industrial, or public property acquisitions or in the appraisal of commercial property.
Miscellaneous:
  • An equivalent combination of education, training, and/or experience may be considered in lieu of education requirement.
  • Must possess and maintain a valid Florida Driver's License.

Knowledge, Skills and Abilities

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to establish and maintain effective relationships with subordinates, other department, outside agencies, and the public.
  • Ability to negotiate agreements.
  • Ability to read maps, engineering plans, surveys, easements, plats, etc.
  • Extensive knowledge of the principles and practices of appraisal, and acquisition as applied to the requirements of the Public Works Department.
  • Ability to read and understand legal descriptions.
  • Ability to make communicate at a very high level, both orally and in writing.
  • Knowledge of Florida real estate laws, rules, and regulations.
  • Ability to evaluate and analyze data and make recommendations based on sound judgement.

PHYSICAL DEMANDS:
Physical Demand: Light.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 25 lbs.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Physical demand requirements are in excess of light work.
  • Required to have clear vision at distances of 20 inches or less.
  • Good eyesight for production or safety of self and others.
  • 20 lbs. maximum lifting.

Medical Health Reimbursement Account (HRA): The County contributes $500 per employee or $1,000 for employee plus dependents, for medical and prescription-related expenses.
State-of-the-Art Employee Wellness Center: The County provides a private health center for County Employees and eligible dependents. The Employee Wellness Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Wellness Center are offered at no cost to the employees and their eligible dependents.
  • Employees who are enrolled on the County’s Medical plan have access to the Employee Wellness Center on day one of employment. The Wellness Center is available to patients 8 years of age and older.
Basic Life Insurance Policy: At no cost to the employee, equal to one time the employee’s annual salary, rounded to the next thousand dollars. Employees can opt to buy additional Life Insurance.
Short-Term and Long-Term Disability: At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee’s weekly base salary. The employee has the option to purchase an additional 10% coverage.
Membership in the Florida Retirement System: This benefit cannot be easily matched by a traditional 401k plan. Current County contributions are:

  • Special Risk - 27.83%

The Florida Retirement System (FRS) offers two retirement plans — the Investment Plan and the Pension Plan. Both plans are subject to a mandatory 3% employee contribution.
457b Deferred Compensation Program is also available to help employees boost their retirement saving goals, with pre-tax and post-tax contributions, as well as IRA plan options.
Employee Assistance Program (EAP): EAP provides confidential counseling and referral services to employees and their family members at no cost.
