Job Description


The Iowa Department of Public Health (IDPH) and the Iowa Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). The Department of Human Rights (DHR), including its Division of Community Action Agencies, will be folded into HHS as well, effective July 1, 2023.


Community Action Agencies will be moving to the new Community Access Division within HHS.


The HHS Division of Community Access is seeking a key leader to serve as the Public Service Manager 1 for the Community Action Agencies unit.


The Community Action Agencies unit administers several state and federally-funded programs, including the Low-Income Home Energy Assistance Program, Weatherization Assistance Program, Community Services Block Grant, and Family Development and Self-Sufficiency program (FaDSS), designed to foster self-sufficiency for Iowa families. The unit works in partnership with Iowa’s network of sixteen community action agencies and other community-based organizations to deliver programs in all ninety-nine counties.


Working under the supervision of the Division Administrator, the position is responsible for all aspects of unit operations, including budget and program administration and supervision of approximately fourteen staff members. The position establishes unit objectives, assigns work, monitors progress and evaluates program and organizational performance. The position ensures coordination and collaboration among programs, divisions, and external stakeholders, including community action agencies.


The person in this position will monitor, interpret, and implement a broad range of state and federal statutes, rules and regulations relevant to community action agencies and programs administered by the unit; identify program goals and direction; and supervise the training, technical assistance, and monitoring of grantee organizations.


The position represents the unit and division within and outside of the department to gain support for the unit’s goals and develops and maintains effective working relationships with statewide network of community action agencies, community action association, national partners, federal agencies, executive and legislative branches, and other external stakeholders to generate support for program goals and priorities.


The position is part of the division leadership team, helping to develop and achieve division goals, foster communication and collaboration, and establish division policies, procedures, and processes.


The work location is at 321 East 12th Street, Des Moines, IA. Telework is available with negotiable in-person days, at the Lucas State Office Building on the beautiful Capitol Complex, after training is complete. Flexibility in the daily start and end times.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • All of the following (a and b):
  • Eight years of full-time work experience in program administration, development, management, or operations.
  • Four years of full-time work experience work in program administration, development, management, or operations; and
  • All of the following (a, b, and c):
  • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
  • Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
  • Two years of full-time work experience work in program administration, development, management, or operations; and


also equivalent to one year of full-time experience or education.


  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
