Job Description


This is a non-merit position with the Iowa Department of Commerce Utilities Board. Only applicants who meet the Minimum Qualification Requirements (listed below) will be placed on the eligible list.


The Iowa Utilities Board (IUB) is hiring a Utility Administrator 1 (UA1) as manager of the IUB’s Regulatory Analysis section that will report to the Chief Operating Officer.


The IUB is a quasi-judicial agency that regulates certain electric, natural gas, and water utilities, and certain telecommunication services, to ensure that reasonably priced, reliable, environmentally responsible, and safe utility services are available to all Iowans.


The UA1 will supervise, evaluate, and manage the work of a diverse group of analysts that comprise the IUB's Regulatory Analysis staff, which provides analytical support to the three Board members, including making objective recommendations based on applicable laws, policies, and precedents using information provided in the case record. The Regulatory Analysis staff works closely with the IUB’s regulatory attorneys. Analytical support is provided for numerous filings governed by Iowa law, including rate cases, environmental plans and budgets, generating certificate cases, advance ratemaking principle cases, energy efficiency plans, and utility tariff changes. The UA1 will perform higher-level analysis in addition to managing the Regulatory Analysis staff.


The successful candidate should be an effective supervisor and able to direct and review the work of direct reports. This position prepares Individual Performance Plans and performance evaluations for subordinates; recommends personnel actions related to performance, leaves of absence, grievances, work schedules and assignments, and disciplinary procedures; and administers personnel and related policies and procedures including recruitment, training, and professional development of staff for the Regulatory Analysis section.


This position ensures that administrative goals with regard to meeting the IUB’s statutory requirements are met and state agency requirements are completed. This position collaborates with managers and staff on IUB operations issues that influence agency management/organization. This position provides support and assistance to other section managers as needed and reviews and approves drafts of administrative rules, IUB orders, reports, legislative proposals, policies, and related materials for public information.


The successful candidate must be highly organized, have excellent time management skills, and be able to balance multiple projects at one time with the ability to self-differentiate prioritization and ensure timely completion of work product.


A professional and courteous level of conduct is expected when dealing with the staff from the regulated and non-regulated utility industries, stakeholders, the general public, inter-agency colleagues, and IUB staff to maintain a positive image of the agency.

Minimum Qualification Requirements


Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Business Administration, Finance, Economics, Operations Research, Computer Science, Statistics, Industrial Engineering, Mechanical Engineering, Civil Engineering, and/or Electrical Engineering, Business Management, Education, Public Relations, Journalism or Mass Communications, and five years of full-time complex analytical experience in the above disciplines which include at least one year of experience in developing and directing programs, projects or policy development;


OR


an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in one of the above disciplines for each year of the required experience to a maximum substitution of two years;


OR


graduation from an accredited college or university with a Master's degree in one of the specified disciplines and two years of full-time complex analytical experience in any combination of the above areas;


OR


graduation from an accredited college or university with a Doctorate degree in one of the specified disciplines and one year of full-time complex analytical experience in any combination of the above areas;


OR


licensure as a professional engineer by the Iowa Board of Engineering Examiners and one year of full-time professional engineering experience;


OR


certification as a Certified Public Accountant may be substituted for one year of the required experience;


OR


an equivalent combination of experience and education substituting one year of complex analytical experience in any of the above disciplines for each year (thirty semester) of the required education to a maximum of four years;


OR


employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Utility Specialist.

Additional Qualification Requirements


Incumbents in many of these positions will be required to travel and stay out overnight. Incumbents will be required to make arrangements on their own regarding transportation to and from assigned work areas. Some out of state travel may be required as assigned by the agency of employment. Selected positions may require incumbents to provide their own means of transportation in order to conduct state business.
