Job Description


he Iowa Law Enforcement Academy (ILEA) is seeking applicants for the position of Assistant Director (Public Service Manager).


This purpose of this position is to lead and supervise the Strategic Operations Division of the Iowa Law Enforcement Academy.


Duties And Responsibilities


  • Evaluate and resolve operational, planning, and organizational issues of the Iowa Law Enforcement Academy.
  • Collaborate with team members and outside agencies to ensure continuous improvement of the Iowa Law Enforcement Academy.
  • Instruct courses at the Iowa Law Enforcement Academy, and in the field, to provide training to the law enforcement community across the state.
  • Experience in law enforcement and criminal justice is preferred.
  • Monitor and approve work, change work assignments to meet the needs of the Iowa Law Enforcement Academy and the law enforcement community.
  • Direct, correspond, supervise and provide guidance to Iowa Law Enforcement Academy Assisting Instructors in various areas.
  • Develop and direct curriculum development for the Basic Academy classes.
  • Lead cross-functioning teams to improve and implement processes and projects.
  • Provide input to the Iowa Law Enforcement Academy budget.
  • Meet regularly with leadership members and staff to inform them of personnel and training issues.
  • Serve in a leadership role representing the Iowa Law Enforcement Academy within, and outside, the law enforcement community.


Essential Functions Of The Position Include


  • Provide insight to the Academy budget
  • Evaluate and resolve operational, planning, and organizational issues of the Academy
  • Provide direct supervision of ILEA instructors and support staff
  • Direct curriculum development within the Basic Academy
  • Lead cross-functional teams to improve processes and implement projects
This position will work on-site at the Academy.


This is a non-merit position with the Iowa Law Enforcement Academy . Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.


Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Two years of full-time work experience work in program administration, development, management, or operations; and
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
  • All of the following (a, b, and c):
  • Eight years of full-time work experience in program administration, development, management, or operations.
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
  • Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
  • All of the following (a and b):
  • Four years of full-time work experience work in program administration, development, management, or operations; and


also equivalent to one year of full-time experience or education.


  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
