Job Description
Classification Definition

GENERAL PURPOSE
Under general supervision, receives, stores, and disposes of evidence and property taken into custody by the Police Department; follows established procedures to maintain and validate Chain of Custody of all items of evidence; ensures hazardous items and substances are stored properly in accordance with department procedures and applicable federal and state regulations; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
A Property and Evidence Technician is distinguished by its primary responsibility for evidence and property storage, documentation, and chain of custody for the Police Department. It differs from the Law Enforcement Technician by the latter's primary responsibility for a whole variety of technical support work.
Employees in this class typically report to a Captain, Lieutenant or Sergeant.

Essential Duties and Responsiblities

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  • Receives, stores, retrieves, inventories, and maintains custody of evidence and other property in accordance with applicable federal, state, and local laws and regulations.
  • May testify in court regarding chain of custody.
  • Maintains adequate supplies of necessary materials; contacts vendors regarding purchase of materials and equipment; orders supplies and maintains records of related transactions.
  • Trains assigned staff; develops standards and procedures for property receipt, storage, issuance, and custody.
  • Receives and returns stolen/recovered firearms to other public agencies; arranges destruction of firearms.
  • Disposes of evidence as directed; researches and processes unclaimed and non-returnable items.
  • Duplicates audio and/or video recordings.
  • Releases evidence and property to officers, detectives, district attorneys, and rightful owners upon authorization or to periodic auctions as directed; packages and ships evidence and property.
  • Prepares blood, urine, and/or narcotics for lab work.
  • Prepares and records articles for periodic auctions.
  • Receives, releases, records, deposits, and balances cash held in custody.
  • Maintains detailed records of chain of custody of all evidence.
  • Conducts audits of property and evidence records; arranges and lays out storage of property.
  • Operates forklift to transport physical evidence, storage containers, palettes, and other materials.
  • Enters and maintains evidence and property data in computer; maintains current status and location of evidence and property; maintains files and records regarding evidence and property and its disposition.
  • Responds to inquiries from the public regarding property custody.
  • Performs other duties as assigned.

Minimum Qualifications

EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education, Training and Experience:
Equivalent to the completion of the twelfth grade; an Associate's Degree or certification in criminalistics, evidence, report writing and courtroom testimony is highly desired. Three years of support work in a law enforcement agency. Experience in receiving, cataloging, storing, releasing and disposing of evidence and property in a law enforcement agency is desirable.
Licenses; Certificates; Special Requirements:
A valid California Class C driver's license and the ability to maintain insurability under the City's vehicle insurance program.
A Certification as a Property and Evidence Specialist from the International Association for Property & Evidence (IAPE), or equivalent course work at a recognized college or university is highly desirable.
Knowledge of:

  • Inventory processes and related internal controls.
  • Uses and operations of computers, standard business software and specialized database and spreadsheet applications.
  • Pertinent federal, state and local laws, codes and regulations governing evidence chain of custody and firearm handling and disposal.
  • Methods and techniques of evidence collection and preservation.
  • Operations, services and functions of a municipal police department serving a large community.
  • Principles and practices of sound business communication; correct English usage, including spelling, grammar and punctuation.
  • Technical and administrative methods of law enforcement including identification, care and custody of property.
  • Safety policies and safe work practices applicable to the work.
  • Records management, recordkeeping, filing and basic purchasing practices and procedures.
Ability to:
  • Understand and follow written and oral instructions.
  • Ensure application of pertinent federal, state, and local laws governing acceptance, storing, and release of evidence and firearms.
  • Perform evidence and property control duties with a high degree of accuracy and safety.
  • Operate a computer, standard business software and a variety of computer software programs and databases related to area of assignment.
  • Establish and maintain effective working relationships with all those encountered in the course of work.
  • Interpret and apply departmental policies and procedures related to work assignment.
  • Prepare requisitions for unit supplies, maintains supply inventory in computer system, and determines replacement or re-stocking needs, picks up unit supplies as needed.
  • Respond to requests and inquiries from the public.
  • Prepare clear and accurate reports, documents, data entries and files.
  • Reach sound decisions in accordance with City policies and procedures.
  • Communicate effectively, both orally and in writing.
  • Provide assistance in processing and maintaining evidence and property.

Selection Process:
Candidates must clearly demonstrate through their application materials that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.
Background Check Process
All appointments to this position are subject to the successful completion of an in-depth background investigation conducted by the Rialto Police Department as well as a physical examination including a drug screening. The background investigation is a rigorous process. A typical background investigation includes but is not limited to: background interviews with individuals designated by the Rialto Police Department (this may include current and former co-workers, friends, relatives, neighbors, or any other relevant individual), criminal background check, credit check, polygraph examination, and psychological evaluation. Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including if they have: an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens and repossessions); or thefts from a previous employer. The following list describes some areas that are covered in the background investigation:
    Veterans Preference Credit Eligibility:
    Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. A copy of your valid DD214 must be submitted on or before the final filing date in order to be eligible for Veterans Preference Credit.

    RETIREMENT
    The California Public Employees' Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members. The greatest impact is felt by new CalPERS members.
    As defined by the PEPRA, a new member includes:
    • A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.

    • A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.

    • A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.

    All members who don't fall into the definitions above are considered classic members. Classic members will retain the existing benefit enrollment levels for future service with the same employer.
    PERS Retirement Employee Cost-Sharing: Safety 9% Non-Safety 8% (Pre-Tax after PERS Contract Amendment effective date regarding cost-sharing)
    CAFETERIA PLAN City's contribution to the Cafeteria Plan is $1,400 for Safety employees and $1,300 for Non-Safety employees to go towards the employee's contributions for Health, Vision, and Dental insurance premiums. Effective June 26, 2018 new hires will receive $100 per period "opt-out" allowance for not using City sponsored medical insurance.
    LIFE INSURANCE provides a $50,000 double indemnity policy for employee plus dependent coverage ($10,000 for spouse and $5,000 dependent children).
    BILINGUAL PAY is paid to employees who successfully pass the bilingual proficiency examination for Spanish ($100/month).
    VACATION with pay of 11 working days per year is granted the first through fourth years.
    TWELVE HOLIDAYS are observed each year, plus three floating holidays of employee's choice.
    SICK LEAVE is accumulated at the rate of one day per month with no maximum amount of accumulation.
    SPORTS CENTER usage has been made available; at no cost, to all employees as set forth in the usage guidelines. The facilities include weight room, racquetball and tennis courts, pool, sauna, and Jacuzzi.
    DEFERRED COMPENSATION Employees employed for five (5) years or more, effective January 1, 2016, are eligible to receive a flat monthly amount of three hundred dollars
    ($300) contributed in their behalf by the City. Employees in the unit employed for ten (10) years or more, effective January 1, 2016, are eligible to receive a flat monthly amount of six hundred ($600) contributed in their behalf by the City.

    EMERGENCY SERVICE: All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster.
