Gis Technician Ii (Pds-Planning)

Under general supervision of the Chief Planner, implement and manage the City's Geographic Information System; coordinate the development of GIS applications by users; develop the database design and GIS standards; perform simple to complex mapping and analysis for Planning staff; and serve as liaison between the Planning Department and other City, County, and non-county agencies.

FLSA Status - Non Exempt

Hiring Salary Range - $59,155.20 - $75,420.80 depending on qualifications.
Full Salary Range - $59,155.20 - $91,665.60

Examples of Duties

• Perform fieldwork studies in conjunction with projects in the department.
• Work with Information Technology to update and expand software and hardware.
• Provide assistance in creating divisional budgets related to GIS programs.
• Assist in census-related activities and growth analysis reports.
• Assist designated staffers with GIS activities; and
• Perform a variety of professional technical planning assignments related to municipal planning, code enforcement, and housing activities.
• Create and customize menus so that casual users can use GIS applications with ease.
• Serve as the in-house GIS resource for spatial data processing thematic mapping services.
• Provide assistance to the department by developing presentation materials.
• Perform other related tasks as assigned.
• Work independently with moderate supervision to produce Geographic Information System (GIS) graphic products and data reports and maintain and improve the City's GIS system.
• Create a variety of custom maps and charts, and overlay existing information to create new graphic data layers and summary reports in tabular format.
• Research and compile data for special planning studies.
• Provide monthly activity reports and supervise interns.

Minimum Qualifications

Education and Experience:

• Bachelor's degree in Geography or a related field; and
• Over 1 year of related experience, GIS certification highly preferred

OR

• 3 years of related experience, GIS certification highly preferred
• Associate's degree in Geography or a related field; and

Knowledge, Skills, and Abilities:

Knowledge of:

• The principles and practices of urban planning;
• Development regulation applications and procedures;
• Quantitative methods and research techniques.
• Land use concepts and municipal government framework; and

Skill in:

• Preparing charts, graphs, maps, and presentations using design apps such as SketchUp, CAD, 3-D modeling & fly-throughs; and
• Interpreting statistical data.
• Utilizing ESRI software proficiently;

Ability to:

• Formulate relevant recommendations, comprehensive master city plans and maps, and provide technical accuracy;
• Organize and conduct complex planning and research studies;
• Work safely without presenting a direct threat to self or others.
• Work cooperatively with City officials, other employees, and the general public.
• Meet mental and physical demands of the job.
• Prepare and present clear and concise verbal and written reports of planning activities to internal and external agencies; and
• Direct, supervise, and coordinate several major planning projects concurrently;

• Valid N.C. Driver's License and acceptable driving record at the time of hire.
