Job Description
Duties


We are looking for a strategic problem solver to advance and improve connectivity to residents and business. This position reports to the Division Director, Critical Infrastructure.


Responsibilities


  • Strong knowledge of the regulatory environment related to telecommunications and broadband, including federal and state policies.
  • Solid experience in broadband and related connectivity industries, as well as an understanding of the barriers in rural areas and an ability to creatively pursue feasible solutions.
  • Exceptional business writing skills, including reports, memos, and presentations.
  • Ability to thrive in a collaborative environment and bring an energetic and innovative approach to their work.
  • Ability to represent ARC interests in broadband-related interagency work groups, collaborating with federal and state agencies that fund broadband development in the Region.
  • Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.
  • Adept knowledge of the different technologies needed to provide rural broadband (i.e., fiber, cable, wireless, mobile, and satellite) and the social infrastructure needed to overcome affordability and digital literacy issues related to digital equity.
  • Network of industry contacts within the broadband sphere and ability to engage public and private sector stakeholders.
  • Demonstrated success improving and advancing broadband connectivity in challenging environments. Excellent negotiation skills to identify and obtain positive outcomes when dealing with competing interests.
  • Experience with federal grants management processes and techniques consistent with sound business and industry practices. Ability to monitor, evaluate and administer assigned grants and develop specialized agreements for grants, including public-private partnerships.
  • In-depth understanding of the various federal and state grant programs supporting broadband implementation and the ability to collaborate with federal and state agencies responsible for distributing funding.
  • Ability to plan, facilitate, and engage diverse groups and individuals, including federal, state, and local partners, resulting in the ability to create and expand linkages between stakeholders. This includes collaborating with local governments in support of their efforts to improve connectivity.

  • U.S. Citizenship required.
  • Management may select at any of the grade levels announced.
  • Ability to travel (up to 30%) as condition as determined given COVID-19.
  • Prior to hire, the selectee must successfully complete and maintain a background check/investigation.


Qualifications


  • Two years of work experience in broadband and full life cycle grants management.
  • A bachelor's degree or higher degree in a related field, preferred.
