Summary About the Position: This position is located on the island of Oahu, City & County of Honolulu. - Recruitment and Relocation incentives may be authorized on case-by-case basis, subject to agency determination and approval. Responsibilities Incumbent will be responsible for effectively managing and executing assigned Programs within the assigned Branch as well as managing assigned projects. Apply extensive knowledge of management concepts, principles, methods and practices as well as knowledge of USACE Mission, capabilities and assets, Construction Best Practices and Processes, Contract Acquisition procedures and Fiscal Law. Responsible for the overall management, control, coordination, and execution of assigned programs and projects. Implement corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Negotiate and integrate all district functions customer requirements, regulatory and environmental requirements, and other agencies commitments in support of assigned programs/projects into a comprehensive PgMP/PMP. Coordinate the planning, design, cost engineering, construction, and environmental considerations, etc., for a complex highly visible program and specific project. Responsible for the efficient, effective, and timely accomplishment and coordination of the programming, planning, design and construction of projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes civil work theories, principles, practical concepts, and processes related to: 1) Planning of civil work projects. 2) Coordinating design and construction of civil work projects. 3) Executing design and construction of civil work projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Planning and Evaluating Problem Solving Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
