The Department of Early Education and Care seeks a highly organized Program Funding Coordinator. The primary responsibility of this position is to work collaboratively with the members of the policy unit/project managers to post and award state and federal grant funds. Responsibilities include the review and reconciliation of grant applications that are submitted to the Department of Early Education and Care; reviews that budgets submitted with the applications are accurate and reflective of funding objectives. Prepare, communicate, and conduct public grant bidders’ meetings. Track and reconcile all encumbrances and expenditures related cost through information Warehouse and MMARS (Massachusetts Management Accounting and Reporting System) for the grants. Creates and maintains databases and excel spreadsheets for grant funds.
Key Responsibilities:
1. Responsible for implementing the administrative procedures to post and award grant funds to programs that support early education and care of young children. This includes:
- Working with IT in creation of the grant application
- Reviewing the submission of grant applications and providing technical support to applicants
- Tracking information on the grant process and grant reviewers
- Participating in determining funding formulas for grant awards
2. Participate in the development process and implement procedures for awarding EEC funds as needed when revisions are required;
3. Assist the Policy Unit Project Manager of grant(s) by providing fiscal information to support programmatic narratives for reporting requirements and conditions of awards;
4. Develop tracking and data tools to organize processes;
5. Assist in the planning of budgets for grants, including receiving and reviewing monthly and/or quarterly budgetary data including invoices;
6. Process the budgetary transactions and tracks encumbrances through MMARS;
7. Provide technical assistance to grantees once the grant award is made;
8. Track and monitor expenditures of funds and provide data and information to the Policy Unit Project Manager;
9. Create and execute Information Warehouse queries and reports;
10. Monitor encumbrances against the current state fiscal year as well as the out years;
11. Work with other administrative staff in budget and accounting unit in resolving problems with end of year billing and budget plan for accuracy and compliance with laws, regulations and guidelines handed down by funded sources.
Other related duties as assigned.
Preferred Qualifications:
Strong organizational and record keeping skills and high attention to detail
Strong problem-solving skills
Knowledge of Word, Excel, Access, and PowerPoint
Ability to analyze and determine the applicability of data to draw conclusions and make appropriate recommendations
Knowledge of the methods used in preparation of charts, graphs, and tables
Knowledge of the methods of general report writing
Ability to maintain a professional demeanor in person, in written communications, and over the telephone
Ability to work on multiple tasks and/or projects concurrently
Ability to determine the proper format and procedures for assembling items of information
Ability to adjust to change and varying work situations to meet emergency or changing program requirements
Ability to coordinate the efforts of others in accomplishing assigned work objectives
Ability to motivate others
Ability to follow written and oral instruction
Ability to establish and maintain harmonious working relationships with others
Ability to exercise sound judgment.
Travel within the Commonwealth may be required.
