Program Development and Compliance Manager

Organization:

Impact Development Fund (IDF) is a community-based nonprofit 501c3 organization with a mission to create economic opportunity by delivering flexible capital to strengthen under-served Colorado communities.IDF’s primary focus is on providing direct capital to support affordable housing development and preservation, non-profit community facilities, and energy efficiency upgrades to residential real estate projects.IDF is certified by the U.S. Department of the Treasury as a Community Development Financial Institution (CDFI) and embodies the concept of public-private partnership through its investor network that includes banks, foundations, private interests, local and federal government.

IDF is seeking a Program Development and Compliance Manager to directly support the organization’s expanding consumer lending activity, deed restriction program administration, and contract compliance monitoring.

Management and Oversight:

·Manage, lead, and mentor staff related to specific program eligibility and compliance documentation.

·Oversee the development, implementation, and management of third-party deed restriction programs.

·Ensure loan, grant, and any additional requests are underwritten consistently and in accordance with the approved credit policies, procedures and standards.

·Collaborate with internal and external teams to ensure state and federal regulation compliance on the development and implementation of new programs.This includes aiding in the development of programs, policies, guidelines, and processes.



Credit Analysis & Underwriting:

·Oversee the underwriting of complex consumer loan requests specifically related to federal and state programmatic requirements.

·Demonstrate expertise in underwriting criteria for federal and state fund pools including, but not limited to: Federal Community Development Block Grant (CDBG), Housing Development Grant (HDG), Single-Family Owner-Occupied Housing Rehabilitation (SFOO Rehab), Federal Emergency Management Agency (FEMA) Individuals and Households Program, and HUD assisted-housing programs.

·Conduct thorough financial analysis to support eligibility of new loan requests. This includes reviewing credit decisions to ensure compliance with program fund requirements and identifying potential discrepancies with pool capital restrictions.

·Collaborates on related underwriting guidelines and expectations, develops required loan presentation content and standardized approaches, and recommends updates, as appropriate.



Reporting and Compliance:

·In cooperation with the Director of Lending and Business Development Manager, audit quarterly portfolio analysis and reporting for third-party program clients and investors.

·Review credit files to ensure compliance with policies and escalate discrepancies and/or variances when identified.

·Work as liaison between clients and loan servicing team to gather and review ongoing compliance and monitoring documentation, as needed.

·Assist with the compilation and preparation of various management reports as assigned.


General:

·Carry out routine office activities such as office phone call intake, copying, mailing, proofreading, filing, and assisting with conference facility arrangements, special correspondence, etc.

·Work as “One Team” and provide backup support as needed to other area of the organization. Represent IDF in the community including building strong working relationships with community partners including other CDFIs, non-profits, CHFA, and municipalities. All employees are responsible for customer and client inquiry routing (phone, emails, mail, deliveries, etc.).
