Job Responsibilities


About Our Agency


The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:


  • Autism spectrum disorder
  • Intellectual disability and related disabilities
  • Spinal cord injury and similar disability
  • Traumatic brain injury
Conducts procurement activities in accordance with the SC Consolidated Procurement Code (Code), Regulations, and other governing laws, rules, and regulations. Serves as an experienced procurement consultant to assist with the formulation of procurement and contract requirements. Ensures all agency purchases are made in accordance with the Code, agency policies and procedures and utilizes the most appropriate source selection method to process procurement requests.


Conducts market research. Develops detailed scopes of work. Reviews and issues appropriate source selection methods for complex solicitation documents (RFP and IFB) in the acquisition of goods and services, applying best practices in a manner that is most advantageous to the State, within the guidelines of the Code, Regulations, and agency policies and procedures. Conducts pre-bid conferences and site visits as needed.


Reviews shopping carts for accuracy and determines appropriate procurement method. Develops, reviews, and issues quotes and purchase orders for the acquisition of goods and services within the guidelines of the Code, Regulations, and agency policies and procedures. Processes modifications to purchase orders, routine correspondence, and reports as assigned.


Maintains good working relationships with internal and external customers. Resolves procurement issues with appropriate parties concerning accounting, inventory, and asset matters. Serves as departmental liaison within the agency, with the State Procurement Office and vendors during the entire procurement process.


Provides on-going contract administration with contractors and internal customers to ensure full compliance with contractual obligations.


Serves as back-up for Supply & Service personnel.


Minimum And Additional Requirements


Perform other duties as assigned.


A bachelor's degree and experience in procurement and contracts or an acceptable equivalence in accordance with State Human Resources guidelines. Experience conducting market research, developing specifications, issuing and developing complex solicitations for goods, services, and information technology, evaluating offers, issuing awards.


Preferred Qualifications


Experience issuing Requests for Proposals and Invitations for Bid in SC Enterprise Information System (SCEIS) and experience managing and/or implementing a procurement card program. Thorough knowledge of state government purchasing policies and procedures and extensive knowledge of the SC Consolidated Procurement Code and other applicable laws, rules, and regulations strongly preferred. Extensive knowledge of SCEIS.

Immunization: If this position requires the applicant to work directly with DDSN consumers, a (2) step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment. All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.


State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.


College Transcripts: Applicants indicating college credit or degree(s) on the application are required to provide an official, certified copy of the transcript prior to hiring or within a specific time frame required by that area, after hiring.


Driving Record: If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
