Job Description
JOB SUMMARY:


The Payroll Manager oversees the upkeep and management of the company’s payroll, ensuring correct calculation of and timely payments to employees.


PREFERRED POSITION QUALIFICATIONS:


  • Experience: 5 or more years of professional payroll experience.
  • Education: Bachelor’s degree in Accounting, Business Administration, Finance, or related field.
  • Excellent organizational skills and attention to detail.
  • Strong communication skills required.
  • Strong supervisory and leadership skills.
  • Extensive knowledge of the payroll function including state and federal payroll requirements, preparation, balancing, payroll reconciliations, and payroll taxes.
  • Strong analytical and problem-solving skills.
  • Experience with Unanet and government contracting payroll is a plus.
  • Experience with Guam payroll requirements is a plus.
  • Proficient with payroll software
  • Proficient with Microsoft Office Suite or related software.


GENERAL DUTIES:


  • Identifies and recommends updates to payroll processing software, systems, and procedures.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Performs other duties as assigned.
  • Prepares and maintains accurate records and reports of payroll transactions.
  • Facilitates audits by providing reports and documentation to auditors.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.


CORE DUTIES/ADDITIONAL SKILLS:


  • Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer’s social security, unemployment, and workers compensation payments.
  • Pays employees by directing the production and issuance of paychecks or electronic transfers to bank accounts.
  • Respond to employee inquiries regarding pay, withholdings, deductions, etc.
  • Maintain confidentiality at all times.
  • Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.


SUPERVISORY DUTIES:


  • Setting objectives for the payroll team that align with the accounting department’s goals.
  • Complete and communicate annual performance reviews of employees.
  • Oversee the daily workflow of the department.
  • Ensure adherence to all policies and procedures.
  • Support payroll staff and train new team members.


Special Requirements/Skills


Must be able and willing to reprioritize on short notice and work on multiple simultaneous projects. Flexible and able to work with various personalities. Teamwork skills required. Time management skills required. The ability to meet deadlines in a deadline intensive environment is essential. High level of adaptability and willingness to embrace change in a fast-paced, demanding environment.
