Department Information


The Colorado Department of Military and Veterans Affairs (DMVA) has four major operational divisions: Army National Guard, Air National Guard, Civil Air Patrol, and Veterans Affairs. These divisions utilize state and federal resources to provide our communities, State, and nation with a ready military force for national defense and State emergency response as well as providing assistance to our Colorado Veterans.

Description of Job


Specific Duties Include, But Are Not Limited To, The Following


This position provides all payroll accounting for the Department of Military and Veterans Affairs (DMVA).


  • Serving as accounts payable and receivable support and assistance during peak seasons, leave, or transition/vacancy.
  • Processing documents in centralized accounting systems for payroll funding transfer requests;
  • Ensuring all employees are paid accurately on a monthly and bi-weekly basis through making payroll entries, researching payroll history through various accounting queries, monitoring payroll batches feeding into centralized accounting systems, and reconciling all payroll payments for completeness and correctness;
  • Managing Personnel Service appropriations and reconciling payroll to balance sheet accounts and benefits/retirement deductions;
  • Ensuring payment for the deployment of our State Active Duty personnel when ordered by the Governor, requiring coordination with commanders and human resources to ensure the timely processing of payroll, reconciliation, and appropriate taxing of soldiers while identifying new and unique solutions to expedite the data imports between a variety of systems through coordination with Central Payroll, Office of Information Technology, military commanders, and human resources;
  • Maintaining and updating Excel spreadsheets to reconcile against payroll records;
  • Engaging in entry of various information into the Colorado Financial engine, CORE, such as department vendors, employee information for travel reimbursement, ensuring authenticity of taxpayer name correlates accurately to identification numbers; and
  • Determining and making entries and reversals for payroll expenses for Fiscal Year transition;
  • Preparing a variety of monthly reports for staff, Budget office, W-2's, auditors, and employee requests;
  • Serving as the Kronos administrator for employee time reporting, leave administration, overtime, shift differentials, leave-without-pay, leave accumulation and payouts of leave as well as developing reference materials for employees and supervisors, training supervisors and employees on the system, preparing monthly reconciliation, reviewing bi-weekly and monthly reviews of timesheet accuracy, resolving employee issues related to completing on-line timesheets, reconciling the transition of Kronos with the state payroll systems and resolving any variances, working with Kronos developers, office of information technology, and central payroll to ensure the on-going accuracy of leave management with employee pay;
  • Reconciling payroll on a monthly and bi-weekly basis, processing adjustments for leave-without-pay, overtime, shift differential, leave payout, etc. as well as identifying overpayments and engaging in collection actions;
  • Preparing, providing, and reporting a variety of retirement forms and reports to ensure the most seamless transition for departing employees;
  • Determine appropriate coding for all employee positions based upon funding source and creating new coding when necessary for a variety of non-state funding sources to ensure the accurate charging of personnel salary and fringe;

Minimum Qualifications


  • Two years of professional payroll experience.
  • Bachelor's degree from an accredited institution in accounting.
  • Preference will be given to candidates with knowledge of Kronos (UKG Dimensions time reporting system) and/or the Colorado Financial engine, CORE.


Substitutions


Bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework will substitute for the degree requirement.


Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.


Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the professional accounting experience.


Additional appropriate education will substitute for the required experience on a year-for-year basis.
