Description of Job


About This Unit


Program Accounting exists to provide accountable financial information about the Human Services Programs, both State and Federal, to the Management of the Department of Human Services, the State Controller's Office, the federal government, the county departments of social/human services and others in need of information in an efficient and timely manner.


About This Position


The Program Accountant is a professional accounting position that generates, compiles, analyzes, and interprets all the accounting and reporting functions for all State and Federal programs assigned. The position will be responsible for understanding and maintaining the accounts and records in CORE.


Summary Of Essential And Important Duties


  • Investigate various types of errors and work with the program to address.
  • Make adjusting journal entries, clean up general ledger accounts and produce financial exhibits.
  • Analyze financial, budget and payment information as needed by supervisors, peers, program staff, auditors, and county staff.
  • Produce, correct, audit, approve, and input financial and budget transactions.
  • Advise on allowable activity within the State and Federal program from a financial perspective.
  • Execute year end closing of all accounts related to assigned programs
  • Produce accurate auditable data using established procedures and manuals
  • Reconcile all general and grant ledger accounts relative to expenditures, revenue and obligations.
  • Create scheduled and ad hoc reports.
  • Prepare and interpret system reports for assigned programs.


Schedule


Although the workplace arrangements for this position are hybrid remote, that is not a guarantee that this position will remain hybrid, and workplace may change without prior notification based on busy demands.


Qualifications


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Option 1 (Minimum Qualifications)


  • Six (6) years of professional accounting experience
  • Please note: This experience must be clearly documented on your application and the supplemental questions must be answered.


Option 2 (Minimum Qualifications)


  • Bachelor's degree from an accredited institution in accounting.


AND


  • Two (2) years of professional accounting experience.


Substitutions


  • Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of professional accounting experience.
  • Bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework will substitute for the degree requirement. However, Transcripts must be attached to qualify for this substitution.


Preferred Qualifications


  • Demonstrated knowledge and experience with program accounting principles and practices with human-services related programs
  • Preference will be given to candidates who demonstrate having greater depth of experience and knowledge related to accounting principles and practices
  • Strong preference will be given to candidates who possess a bachelor's degree in accounting, or have 27 credit hours of accounting or auditing coursework from an accredited college or university
  • Demonstrated proficiency with Microsoft Office software, specifically Excel
  • State Government Experience
  • Excel and Google suite Experience
  • Demonstrated experience working with CORE (Advantage)
  • Account Reconciliation Experience
  • Preference will be given to candidates with public-sector and/or government accounting experience

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications. Conditions Of Employment


The successful candidate in this position must be willing and available to submit to the following conditions:


  • A Tuberculosis Test (TB), and other required immunizations will be required upon hire
  • Must meet vaccination and documentation requirements per CMHIP Infection Control Department
  • May be required to travel to other CDHS or State offices within Colorado.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS
  • Must be willing to submit to and able to successfully pass a criminal background check, and pre employment screenings.
