CLASS TITLE: ACCOUNTANT CLASS CODE: G11 DEPARTMENT: FINANCE FLSA STATUS: E FLSA STATUS: E REPORTS TO: ASSISTANT FINANCE DIRECTOR DATE: 11/22 JOB SUMMARY: Under minimal supervision, performs routine accounting, budget and financial duties. Required to understand, interpret and apply the principles, standards and practices of governmental accounting, auditing, budgeting, and financial reporting. Understand generally accepted accounting principles. Assists the Finance Department in preparing financial reports, journal entries, deposits, reconciliations, and analyzing financial data and functions. Provides support to the Finance Director and Assistant Finance Director. ESSENTIAL JOB FUNCTIONS: Essential functions, as defined under the American with Disabilities Act, may include any of the following tasks, knowledge, skills and other characteristics. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks: Under general supervision, performs a wide variety of general accounting and administrative tasks and duties for the Finance Department. Prepares journal entries for various multifaceted transactions; prepares correcting entries as needed; reviews daily balancing reports, researches discrepancies and makes corrections as appropriate. Performs monthly bank and cash reconciliations, makes correcting journal entries. Performs weekly vendor maintenance and check printing assignments. Reviews quarterly and annual payroll tax returns. Compiles a variety of financial information for preparation of periodic and special reports; completes special projects as assigned by Assistant Finance Director and/or Finance Director. Reviews the general ledger throughout the year and at year end; makes journal entries and reclassification entries necessary to prepare for annual financial audits; reconciles general ledger accounts. Assists independent auditors in the preparation of schedules, provides explanations of supporting materials and procedures and prepares other data as necessary. Assists in the preparation of the Annual Comprehensive Financial Report (ACFR) in compliance with County policy, state statute, Governmental Accounting Standards Board, generally accepted accounting principles and Government Finance Officers Association guidelines. Supports the establishment, maintenance, and internal control of all accounting policies and procedures. Represents the County on a variety of committees. Performs other related duties as assigned. Regular and predictable attendance is required. MATERIAL AND EQUIPMENT USED: General Office and Computer Equipment MINIMUM QUALIFICATIONS REQUIRED: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities for this position would be: Education and Experience: Bachelor's degree from an accredited four-year college or university in Accounting, Finance, or a related field; and, One to three years of accounting experience involving governmental accounting, general accounting experience; or, Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Licenses and Certifications: CPA or CMA (desirable). KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of: Generally accepted accounting principles and practices. General business and management principles and practices. Local and state finance and budget law. Generally accepted governmental auditing standards. Computer and telecommunications applications and capabilities. Skill in: The use of complex accounting systems. Comprehensive communication skills sufficient to provide written and verbal correspondence/reports to program and management officials at the department, County or State level. Abilities to: Research and resolve questions and concerns effectively. Create worksheets, type various documents, update manuals and post to County staff site. Train others in the use of finance computer system(s).
