GENERAL SUMMARY:
Under the direction of the Drop in Center Program Manager, the Street Outreach Worker will be responsible for connecting with youth experiencing homelessness to ensure access to supplies ranging from food and clothes, safer sex and drug use supplies, community resources, and promote connectedness to Wind’s drop-in center and shelter options. The Street Outreach Worker meets with youth where they are living outside in various locations in and around Sacramento. Street Outreach Workers are expected to have a high comfort and compassion level when interacting with youth experiencing homelessness, which may include people who are currently using drugs, experiencing a mental health illness/crisis, and/or living in conditions that appear unsafe or inhabitable. Street Outreach Workers will ensure that youth experiencing homelessness are non-judgmentally and supportively presented with options for relevant community resources, support, and safer choices.
This position is a full time, non-exempt position eligible for Medical, Dental, Vision, Life Insurance, 403(b) retirement plan; paid Holidays, Sick and Vacation time. This position is employed by Goodwill Industries® of Sacramento Valley and Northern Nevada, Inc., through Wind Youth Services.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Plans and supports HIV/STI testing events.
- Provides crisis counseling services to youth as needed.
- Assists with daily activities at the Drop-In Center to maintain safety, functionality and positive group interactions, including supporting the Good Neighbor Policy.
- Completes required program reporting in a timely manner
- Offers all services in a non-judgmental and holistic manner utilizing a harm reduction approach that focuses on building trust, fostering self-esteem, exploring options and choices, and empowering youth to change their high-risk behaviors.
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, and establishing personal networks.
- Demonstrates appropriate patience and tact when interacting with youth who could potentially be mentally ill, using a substance, defensive, angry, etc.
- Implements relationship-building strategies with youth including but not limited to community outreach presentations, tabling special events, and networking.
- Assists youth with accessing resources and making referrals and provides advocacy when youth encounter systemic barriers, including ongoing support.
- Provides conflict resolution as required.
- Provides transportation as necessary.
- Work collaboratively to conduct outreach in the community, focusing on businesses and service providers most proximal and relevant to youth experiencing homelessness.
- Maintains professional behavior and appropriate boundaries with youth and staff members.
- Attends meetings and training as necessary.
- Responsible for keeping a consistent and efficient outreach schedule and calendar.
- Provides support for youth as they transition from living outside to other shelter options.
- Keeps current information on community resources and relevant local service providers.
- Attends the workplace regularly, reports to work punctually and follows a work schedule to keep up with the demands of the organization.
- Enters data into Homeless Management Information System (HMIS) as required by funding contracts.
- Facilitates groups and workshops for youth related to outreach and other life skills based on youth needs.
- Remains calm and focused in volatile situations.
- Interacts in ways that are affirming and effective with youth who have varying genders, sexual orientations, ethnicities, socio-economic statuses, and traumatic backgrounds.
- Assists in the design of promotional materials (monthly calendar, fliers, brochures, etc.) targeting potential partners, homeless youth, and social service agencies.
- Participates in community wide case management meetings.
- Works directly on the street with youth experiencing homelessness.
- Ensures compliance with all Goodwill Industries Sacramento Valley Northern Nevada policies, CARF standards, financial, regulatory, safety and security regulations.
- Performs other duties as assigned.

Basic Qualifications of the Role:
- Must provide proof of identification and eligibility to work in the United States.
- Must have experience working with diverse communities.
- Must be proficient in Microsoft Office Suite.
- Must have experience and understanding of harm reduction frameworks and how they apply to direct service.
- Must pass a background screening and maintain compliance with the organization’s associated polices.
- Must demonstrate the ability to react under pressure, use good judgement in ambiguous situations, be proactive in problem resolution, and be flexible/adaptable.
- Must not have record or disclosure of criminal conviction that indicates an ongoing tendency toward theft, violence, dishonesty, deceit, drug manufacture or sale, moral turpitude, or predatory behavior.
- Must pass a drug screening and maintain compliance with the organization’s drug and alcohol policy.
- Must have working knowledge of community resources as they related to homelessness and youth.
- Must be able to understand and accept a variety of lifestyles, behaviors and cultural and spiritiual practices.
- Must not present a direct threat of safety and health to self, others or property.
- Must be at least 21 years of age.
- Must have interpersonal and communication skills to effectively interact and communicate with a diverse population of staff, coworkers and external contacts.
- Must have valid driver’s license and access to reliable transportation that does not interfere with performing the essential functions of the job description, cause tardiness, or unexcused absences.
- Must be able to perform essential functions of this job description with or without reasonable accommodation.
- Must demonstrate efficient and effective time management skills.
- Must be able to work independently and as a member of a team.
- Must have demonstrated experience working in crisis intervention.
- Must immediately inform employer of any arrests and/or convictions that occur while employed at Goodwill.
