Job Description
Description of Work The NC Disability Determination Services Division (NCDDS) is the state agency responsible for making medical determinations on disability claims for the Social Security Administration and state Medicaid office. The NCDDS is a Division of the Department of Health and Human Services. The DDS Disability Hearings Unit (DHU). Staff assigned to DHU conduct administrative hearings on Social Security Administration (SSA) Title II/XVI medical cessations and adverse re-openings at the reconsideration level of appeal in accordance with SSA rules and regulations. The Hearings Officers determine Social Security issues affecting these hearings and issue medical decisions in accordance with the Social Security Law. The primary role of this position provides clerical support for up to 9 hearing officers who are responsible for adjudicating disability hearings as well as other clerical staff, Hearings Officer Supervisor and DHU Chief manager. This position is responsible for ensuring new cases are opened to DHU and screened accurately prior to additional handling and processing of claims. The position schedules cases for hearings in accordance with regulations as applicable. This position reviews, summarizes and lists a record of the medical evidence in the electronic and paper claim folders timely to ensure cases are documented properly for hearing officer's review. The Administrative Specialist assists with organizational and clerical support tasks. The tasks include handling telephone calls, folding, associating and distributing mail, copying needed documents, proofreading to prevent loss of personally identifiable information, preparing case files, etc. In addition to these duties, the Administrative Specialist will initiate development and monitor new receipts. In addition to one-on-one direct administrative support, this position also has responsibilities of an operational nature. Work ranges from standardized office support assignments to performance of administrative duties involving decision-making and judgment. Public contact is a major component of this position, both internal and external to the organization. Work requires contact with program staff, staff of other units within the organization, representatives of other state agencies, clients, service recipients, elected/appointed representatives, and the public.   • RIF candidates must attach their notification letter. A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records, and systems. Following the interview process, the recommended candidate will be contacted and asked to submit to an initial pre-screen Federal background investigation through the SSA Office of Human Resources (DCHR). If the pre-screen is favorable, a conditional job offer can be extended. After a new hire's start date, continued employment is still contingent upon full suitability clearance through the DCHR, which entails submitting to a detailed security questionnaire and a potential interview from a DCHR investigator that may include the need for a medical release from the individual during the investigative process. At any point during employment, a final determination by the SSA that the employee does not have a favorable suitability determination will lead to termination of employment.
