Job Description

The Department of Family and Protective Services (DFPS) Prevention and Early Intervention (PEI) Research Manager IV performs advanced managerial work administering the daily operations and activities of the Research and Evaluation (R&E) program and supervises program staff.
Develops, manages, and evaluates R&E/PEI program services, guidelines, procedures, policies and activities. Manages program work planning and scheduling, and establishes program operations priorities. Plans, implements, and oversees compliance with R&E and PEI program policies and procedures. Identifies program issues and trends within R&E/PEI program operations, and develops program improvements. Serves as a liaison PEI for R&E within the agency and for external organizations, and responds to program inquiries. Oversees program staff providing consultation to internal and external stakeholders, clients, consumers and the general public regarding R&E/PEI policies and procedures. Provides guidance and monitoring to ensure continuous program process improvements, development and implementation of program goals, guidelines, policies and procedures, and ensures compliance with applicable state and federal laws, rules, regulations, guidelines and policies. Manages development and monitoring of workgroups to develop and implement R&E program initiatives in support of PEI division goals. Oversees the development of analyses, audits and other program studies to evaluate the effectiveness of R&E/PEI program policies, initiatives and processes. Directs the preparation of reports to communicate R&E program analyses and recommendations. Provides technical guidance regarding R&E programs, policies and procedures. Develops R&E budget requests, monitors program budget expenditures and makes budget recommendations. Directs design and implementation of R&E program workflow and productivity measures. Represents PEI at meetings, workgroups, conferences, committees and panels as needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned.
Essential Job Functions
Performs advanced managerial work administering the daily operations and activities of the Research and Evaluation program within Prevention and Early Intervention (PEI) Division. Plans, implements, and oversees compliance with R&E program policies and procedures. Manages R&E program work planning and scheduling, and develops R&E program operations priorities and projects. Develops, manages, and evaluates R&E program services, guidelines, procedures, policies and activities. Provides technical guidance to internal and external stakeholders, organizations, vendors, clients and the public regarding R&E programs, policies and procedures. Oversees R&E program staff providing consultation to internal and external stakeholders, clients, vendorss and the general public regarding R&E policies, and procedures. Provides guidance and monitoring regarding development and implementation of R&E program, policy and process improvements, and development and implementation of program goals, guidelines, policies and procedures. Ensures R&E program compliance with applicable state and federal laws, regulations and guidelines. (25%)
Oversees the design and implementation of R&E program workflow and productivity measures to meet organizational needs and program requirements. Oversees complex projects involving research and evaluation including third-party evaluations, information technology (IT) and data systems, and continuous quality improvement projects. Establishes project goals and objectives, develops priorities and project plans, and oversees compliance with project schedules and deliverables. Oversees the development and deployment of analyses, audits and other program studies designed to evaluate the effectiveness of R&E program policies and processes. Directs the development and preparation of reports to communicate R&E program analyses, data and recommendations for changes or program improvements. Establishes reporting requirements for oversight of program activities to ensure that R&E performance measures are met. Identifies and evaluates R&E program trends and issues, and manages the development and implementation of corrective measures. Ensures R&E program objectives are compliant with federal, state and local legislatively-mandated standards and meet program, district and agency goals and objectives. (20%)
Provides guidance, technical assistance and policy interpretations regarding the R&E program to contracted vendors, management, staff, external organizations and stakeholders, advocacy groups, clients and the public, and in response to external and legislative inquiries. Identifies areas for improvement in R&E program policies, processes and performance, researches and recommends innovative techniques and solutions to achieve efficiencies and consistency throughout the program, and monitors program progress. Directs development and implementation of targeted program projects to assess effectiveness of R&E program policies, strategies and processes, and evaluates results. Develops informational communications regarding the R&E program and provides information to the agency, internal and external stakeholders, community partners consumers, other state and federal agencies, and other organizations regarding the R&E program. Develops and delivers presentations and briefings to internal and external stakeholders including agency executive leadership, legislators, other agency staff, community stakeholders and contractors. Hires, manages and provides guidance and professional development for R&E program staff. Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations. Develops work performance plans and conducts performance evaluations at least annually. Oversees the development and advancement of R&E program staff through training and effective use of employee development plans. Manages employee time and leave responsibilities, and carries out other related human resources activities with program staff. Provides leadership to employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning. Leads employees to meet the organization's expectations for productivity, quality, and goal accomplishment. (15%)
Develops and evaluates R&E program budget requests for division leadership and monitors budget expenditures. Collaborates with division leadership regarding program budget issues. Provides data and technical guidance in connection with R&E biennial budget and Legislative Appropriations Requests (LAR) in coordination with division and state office leadership to manage R&E program resources, needs and priorities. Serves as a liaison, representative and subject matter expert for the R&E program to internal and external entities, stakeholders and legislative representatives. Represents R&E at meetings, workgroups, conferences, committees and panels as needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned. (20%)
Knowledge Skills Abilities
Knowledge of applicable state and federal laws and commissions related to child prevention and child protection/child welfare services.
Knowledge of the policies, procedures, and practices of DFPS programs.
Knowledge of the data requests, design and reporting process.
Knowledge of principles and practices related to public administration and management techniques; of research techniques; and of training techniques.
Knowledge of HHSC/DFPS writing style or equivalent.

Registration Or Licensure Requirements
Initial Selection Criteria:
Graduation from an accredited four-year college or university.
Two years full-time consultative, supervisory, managerial, social service, professional or technical work which must include:
  • Or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or Texas Department of Family and Protective Services experience.
  • Analysis of work problems having an administrative aspect and interpretation of complex written material;
Acceptable Substitutions
The following may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years:
