Job Description
About The Position


The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.


This recruitment is open on a continuous basis until positions have been filled. Qualifying applications will be reviewed in the order they are received .


The County of Riverside's Flood Control and Water Conservation District has opportunities for multiple Maintenance and Construction Worker (MCW) positions that will be assigned to the Operations and Maintenance Division in Riverside.


The incumbents will operate a variety of motorized equipment such as two-axle or three-axle trucks, water spray trucks, loaders, mowers, skid steers, chippers, and compressors. The incumbents will also open and close gates to control flow and depth of water; clear trash racks and inlets of debris; perform a variety of maintenance and construction work such as vegetation trimming, debris removal, brush clearing, mowing, homeless encampment removal, and other maintenance work related to flood control facilities. Additionally, the selected candidates will operate a variety of equipment related to fence installation and repair, graffiti abatement, and herbicide spraying, as well as hand and power tools.


The District seeks applicants with a minimum of one year of experience in construction/maintenance work which required the operation of light trucks and related construction equipment. The most competitive candidates will have considerable experience in construction trades and maintenance of roadways, landscapes, and vegetation. Applicants with a Class A or B commercial driver's license are highly desired.


The selected candidates for the Maintenance and Construction Worker positions will work a 4/10 schedule which may include occasional weekends.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries. Examples Of Essential Duties


  • Install signs; chop and clear brush; mix and pour concrete; erect traffic and street signs.
  • Perform construction, maintenance and recycling work at refuse disposal sites; spray and cut weeds; patch holes in black top roads; clear roads, channels, and other facilities of storm debris and damage.
  • Use a variety of hand and power tools; operate dump trucks to load, haul and deliver a variety of debris and materials; operate water spray trucks, loaders, mowers and other light motorized equipment.
  • Construct and maintain roads, fencing, flood control channel walls and levees, and culverts.
  • Perform a variety of maintenance and construction work such as vegetation trimming, debris removal, brush clearing, mowing, homeless encampment removal and other maintenance work related to flood control facilities.
  • Operate hand and power tools; participates in a vermin and rodent control program and applies proper control material as required.


Minimum Qualifications


Experience: One year of performing construction work or field maintenance work (e.g., roads, flood control facilities, refuse sites, recycling facilities, public works projects or closely related work) which required the operation of light trucks and related construction equipment.


License: Possession of a valid Class "C" is required at the time of application . The incumbent must have the ability to obtain and maintain a California Commercial Class "A" or Commercial Class "B" License within 4 months from the date of hired.


Physical Requirements: The Maintenance and Construction Worker m ust have the ability to move tool/equipment, use a variety of hand and power tools, and w ork outdoors with exposure to inclement weather.


Knowledge of: The operation and maintenance of trucks and light motorized equipment; equipment and traffic safety procedures; the tools and materials commonly used in field maintenance, recycling, or construction work.


Ability to:Safely operate trucks and light motorized equipment; perform a variety of semi-skilled maintenance or construction tasks; operate power saws, chippers, and a variety of hand tools; follow oral and written instructions.

DOT Designated Position


This position has been designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required.


Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
A new member is defined as any of the following:
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual)
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
