Come work with Oregon’s Legislative Policy and Research Office (LPRO)! Our mission is to provide professional nonpartisan staffing, analysis, and research that supports and informs the policymaking process. The LPRO team is a collaborative group of colleagues who spur one another on to excellence and support each other’s success. We take pride in serving all of Oregon’s 90 legislators and the people of the state well.
This recruitment is for a Research Analyst who will work closely with the rest of the LPRO team to provide high quality research, including data analysis, presentation of findings, and data visualizations, to support decisionmakers in the legislative branch.
This is a limited duration position, beginning summer/fall 2023 and extending through September 2024 to work on a specific assignment supporting two task forces related to education and labor policy:
  • Task Force on Substitute Teachers
  • Task Force on Statewide Educator Salary Schedules

on the Oregon Legislative Information System. This position may have additional research opportunities as time allows.
We are seeking someone who is a capable researcher, able to produce thorough and accurate results in the short timeframes required by legislative work, and skilled at communicating verbally and in writing. Our ideal candidate will have experience with and understanding of quantitative, qualitative, and mixed methods approaches to research. Experience in cost/benefit analyses, Oregon’s Public Employees Retirement System (PERS) wage, salary, and employee benefits (e.g., health care and related benefits), and other factors influencing teacher labor market is preferred.
The primary work location for this position is in Salem, Oregon. The work of the Research Analyst may allow for a hybrid work schedule dependent on time of year. There may be opportunity for occasional telework depending on work assignments and when it aligns with legislative needs as determined by the Appointing Authority.

The work history and experience of the successful candidate will include:
KNOWLEDGE OF:
  • Statistical software used in research
  • Research design and the techniques, methods, and principles used in complex analytical research
SKILL TO:
  • Design survey instruments for gathering and reporting data
  • Present technical reports and narrative summaries to a lay audience verbally and in tabular, graphic, or pictorial form to meet needs of intended audience
  • Develop and maintain databases to support complex research projects
  • Edit colleagues’ work for accuracy and clarity
  • Evaluate external research and reports for bias and accuracy
  • Analyze, interpret, and explain technical data, trends, and reports in large groups and open public meetings
  • Locate and use appropriate data sources for the evaluation of prospective or actual policy outcomes
ABILITY TO:
  • Remain nonpartisan in a highly political environment
  • Understand political context of policy questions, research, and analyses
  • Respond to questions and provide substantive analysis concisely to lawmakers in open public meetings
  • Critically evaluate research products and provide substantive feedback, including review of research reports and research products and provision of constructive feedback to colleagues
  • Independently and collaboratively design and execute complex qualitative and quantitative research and analysis projects
  • Work both independently and collaboratively with LPRO team members and other legislative agency staff
  • Prioritize competing demands and meet hard deadlines
  • Quickly learn and understand new and complex topics as required to meet project needs

HOW TO QUALIFY:
Your application must demonstrate:
  • 7 years of education or experience using qualitative or quantitative methods to research, analyze, model, or otherwise evaluate prospective or actual policy outcomes; AND
  • An equivalent combination of education and experience sufficient to demonstrate ability to perform the duties of the position.
  • 3-5 years of demonstrated experience designing and executing complex research projects designed to inform policy decisions; OR
  • A Master’s or Doctoral level degree in a social science discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, including using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports; AND

  • The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by roughly 6.95% and 6% will automatically be subject to a mandatory employee contribution to PERS.
