Job Description
One of ICF’s government clients is seeking an experienced and detailed oriented IT Investment Budget Analyst. The position coordinates the collection of IT budget information to fulfill federal agency requirements and analyzes the data to develop reports and presentations for senior leadership. The analysis is developed using visualizations and high-level summary spreadsheets.
Pre-pandemic, this position required onsite presence at our client location in Bethesda, Maryland. However, currently, there is the option for remote work. The preference is for DMV local candidates as periodic in-office presence may be required.
Key Responsibilities:
  • Coordinates related IT data calls from federal entities.
  • Conducts quality assurance reviews and analysis of submitted materials.
  • Reviews NIH investment assessments and reports from the General Accounting Office (GAO), OMB, and HHS and collaborates with investment managers to provide responses as appropriate.
  • Supports strategic planning and innovative approaches to address the evolving needs of the NIH IT Governance structure.
  • Represents the interests of the office on federal working groups, identifying changes to policy, requirements, reporting and guidance; analyzes the potential impact to the offices and advises senior leadership on appropriate actions.
  • Ensures timely reporting of data per requirements.
  • Assists in the development of IT budgets.
  • Provides strategic and staff support to NIH-level IT management committees, governance groups, and work groups.
  • Prepares and distributes guidance on budget reporting requirements.
  • Prepares reports, summaries, and presentations of IT Portfolio related information.
  • Represents the agencies’ interests and needs for IT budget analysis and associated relevant meetings.
  • Prepares the IT budget for review and subsequent presentation.
Basic Qualifications
  • 5 years of experience with budget analysis, consolidation of data from multiple sources, to provide cogent summaries for executive level decisions.
Preferred Skills/Experience
  • 1 year experience with TBM and Folio
  • Masters or Bachelors Degree in Accounting, Finance, Business Administration, or a related field is preferred
Professional Skills:
  • Ability to gather clear requirements from leadership, and present data back in an effective manner either in PowerPoint or Excel (starting high-level and deep diving as needed) with minimal editing.
  • Advanced skills with MS Excel .
  • Ability to collect, track & maintain, consolidate, and analyze data sets related to varying OCIO budget portfolios (i.e., IT Portfolio, Capital Investment Funds, Cyber Capital Investment Funds, etc.).
  • Detailed analysis of data sets and narrative content related to varying OCIO budget portfolios (i.e., Capital Investment Funds, Cyber Capital Investment Funds, etc.) for executive level decision-making.
  • Strong verbal and written communication skills with direct and indirect senior leadership.
  • Strong emphasis on attention to detail. Self-starter.
Demonstrated ability to present budgetary data analysis to senior leadership using visualizations and high-level summary spreadsheets.
