Class Concept

Bachelor's degree in business or public administration, political science, or a related field; and 2 years of experience in public policy, legislative affairs or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Valid State of Georgia Driver's License or proof of mobility may be requested. Ability to register as a lobbyist with the state of Georgia.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Support development of policy priorities for Fulton County Government; conduct policy research and analysis of various policy and legislative issues; track policy activities throughout the process.

Establish and maintain relationships with policy makers and their offices; interact with elected and appointed officials on behalf of Fulton County; develop and maintain a database of government partners; attend legislative and policy proceedings, public meetings and other events; conduct effective lobbying efforts.

With minimal supervision, write and edit reports, presentations, memoranda, fact sheets and informational materials based on original analysis to communicate Fulton County’s Legislative priorities, and activities of other governments related to these priorities.

Write and edit original reports and presentations related to policy activities by state or local governments that are related to Fulton County's policy priorities or that will impact Fulton County; perform research and analysis of policy and legislative issues, including budget proposals, grants, and laws and initiatives affecting Fulton County; prepare fact sheets, presentations and analysis.

Represent Fulton County at hearings and meetings related to policy matters and legislative priorities; provide notes and analysis related to these policy activities; track and follow up on inquiries and concerns.

Collaborate with Fulton County colleagues in the development of policies, work projects and general operations; participate in special projects related to Fulton County's policy priorities.

Interact with elected and appointed officials and their staff on matters related to policy and legislative priorities; indivdivudally and in coordination with supervisors and contractors, advocate for Fulton County's policy and legislative priorities; track, monitor and follow up on inquiries and concerns.

Use software systems and other tools to track legislative activity; work with Fulton County departments, contractors, and partner organizations to track input on policy and legislative issues.

Operating personal computers, including spreadsheet, database, word processing, presentation, and other related software; Establishing and maintaining effective working relationships with other County personnel, officials, and the general public; communication and interpersonal techniques as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction.
