A. Summary Statement:

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.


B. Position Summary:

The Junior Program Analyst will primarily support the MOMENTUM Country and Global Leadership (MCGL) Agreement Officer’s Representative (AOR) team and sit within the Child Health and Immunization Division in the Office of Maternal and Child Health and Nutrition, Bureau for Global Health (GH/MCHN/CHI) as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate will perform a variety of complex and routine administrative and analytical duties ranging from administrative tasks such as scheduling meetings and maintaining program files, to more complex analytical tasks such as collecting, compiling, and analyzing data for program documents and designing and maintaining spreadsheets in support of financial and project management tracking systems.

The Junior Program Analyst will work closely with the MOMENTUM AOR and provide input on related technical and managerial issues, particularly related to managing the integrated flagship project that covers reproductive, maternal, newborn and child health (RMNCH), immunization, nutrition, and environmental health. The Junior Program Analyst will also work with other members of the team to assist in areas such as country backstopping, overall administrative support, and other duties.

The Junior Program Analyst ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual must develop a working knowledge of USAID policies and guidelines, as well as corporate practices and procedures. The individual is expected to become familiar with office/division technical issues and policies. The Junior Program Analyst works in a dynamic, fast-paced division and is expected to demonstrate good judgment and strong initiative in the prioritization of tasks and responding to simultaneous demands of GH and CHI leadership, field missions, and implementing partners.

Full salary range for this position is $63,440 to $91,780 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

C. Essential Duties and Responsibilities:

Project/Program Tracking Data Analysis & Documentation:

Assists in researching, identifying, analyzing, and updating program and technical information accuracy:

  • Maintains and updates project management tracker, including across multiple technical areas and countries, to ensure country workplans, Mission Director concurrence forms, environmental compliance reports, annual and semiannual reports, subawards, country closeout materials, and other project documents are tracked and updated regularly.
  • Collects and compiles data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, USAID reports and documents, and technical staff. Ensures that schedules and deadlines are met.
  • Researches, plans, analyzes, and organizes technical information and develops data for use in memos, briefings, presentations, and reports. Recommends formats for reports, ensuring consistency with USAID standards; and

Budget & Field Support Tracking:

Assists in budget preparation and tracking field support levels for each GH project:

  • Supports country program no-cost extension reviews, budget realignments, and other financial reviews as needed.
  • Leads in determining and preparing quarterly accruals for funded projects.
  • Maintains and regularly updates project budget and finance tracker to accurately account for obligated and expected core and field support funds.
  • Coordinates with USAID Missions and implementing partners on financial reporting.

Administrative & Financial Tracking:

Maintains program related administrative and financial systems, databases, and files:

  • Maintains financial records, tracks core and field support funds, and provides management support for RMNCH, immunization, nutrition, and environmental health projects.
    • Prepares and maintains funding and programmatic amendments for MCHN-related awards, liaises frequently with awardee management personnel to ensure compliance with USAID policies and procedures.
    • Tracks, modifies, and supports documentation of MCHN-funded awards.
  • Assists Agreement Officer’s Representative (AOR) in receiving, filing, and routing necessary documents for project administration.
  • Tracks, modifies, and supports documentation of MCHN-funded awards.
  • Prepares budgets and financial tracking sheets to be used by team members.
  • Prepares and maintains funding and programmatic amendments for MCHN-related awards, liaises frequently with awardee management personnel to ensure compliance with USAID policies and procedures.

Program Document Preparation & Presentations:

Assists in development of program documents, such as annual reports, portfolio reviews, annual budget requests, action memos, talking points, Congressional Notifications, and presentations:

  • Drafts program communications such as cables, memoranda, waivers, and letters that seek approval or request information relative to program matters.
  • Advises technical staff and recipient organizations to ensure the financial and technical reports are prepared and submitted as required.

Backstop & Field Support:

Assists technical office staff in supporting technical and field programs, travel to USAID missions as necessary, track, coordinate, and report on field support to include responding to all emails and phone calls in a timely manner.

General Administration:

Coordinates, organizes, liaises with members of the extended technical team, Missions, and other USAID Offices and Bureaus in support of program implementation and attend working groups to further USAID offices’ program objectives:

  • Coordinates AOR management team communications to the field and USAID/Washington technical colleagues.
  • Maintains program files, which includes uploading required award documents to the Agency Secure Image and Storage Tracking System (ASIST).
  • Provides administrative and knowledge management support to the AOR management team.

Program & Technical Support:

Assists in review and analysis of program technical updates and technical documents:

  • Organizes regular and ad-hoc meetings with internal and external colleagues as needed.
  • Other duties as assigned.
  • Advises technical staff in the preparation of various program documents and correspondence such as memos and waivers, amendments, project authorization documents, Congressional Notifications, Technical Notifications, and requests ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Coordinates program and technical reviews of project deliverables.

D. Qualification Requirements:

Minimum Qualifications:

  • Master’s degree and a minimum of 1 year of relevant experience, bachelor’s degree with 3 years of relevant experience, Associate’s degree and 5 years of relevant experience, or High School graduate and 7 years of relevant experience.

Other Qualifications:

  • Ability to work productively within teams that are comprised of a diverse range or backgrounds and technical abilities.
  • Superb written and oral communication skills with the ability to develop concise summaries of complex information.
  • Superior knowledge of and/or rapid ability to learn and use Google Suite, including Gmail and Google Drive.
  • Strong attention to detail with exceptional organization and record management skills.
  • Strong analytical skills.
  • US citizen or US permanent resident with the ability to obtain and maintain facility clearance.
  • Ability to work collaboratively on a team and independently with outstanding initiative.
