Job Description

The primary purpose of this position is to serve as the senior level Human Resources Specialist for military personnel programs. Responsibilities Develops policy and manages the planning, and execution of Air Force Military Personnel Promotions, Entitlements, and Customer Support. Plans, organizes, and performs work involving the download and management of military personnel database information surrounding the activities of the Military Personnel programs, ensuring all actions pertaining to systems, procedures, and data complies with legal and regulatory requirements and meets customer needs. Evaluates and assesses Military Personnel and Command Support personnel functions Indo-PACAF wide. Provides oversight and advises on transgender related issues and guides installations, NAF, and HQs leadership on exceptions/waivers required. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD and Air Force military organizational structures, lines of authorities, delegation authorities, and numerous missions in order to match right personnel with right requirement at the right time. Comprehensive knowledge and thorough understand of officer assignment laws, regulations, policies and processes. Knowledge of and skill in selecting, interpreting, adapting and applying practices and processes involved in reviewing, analyzing, evaluating and synthesizing all facets of officer assignments. Skill in written and oral communications to prepare and implement policies, guidance, changes, on military assignment issues and programs, and conduct briefings and presents issues, recommended solutions that balance mission priorities and active duty members and family concerns. Skills in composition (military personnel data elements) and use of MILPDS, AIRS, AMS, CMS, MPES/UMD and variety of computer system tools such as Excel and Access to maintain databases and perform queries and extractions using Discover, BO, SQL, and other tools. Knowledge of analytical and diagnostic techniques and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve complex problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge and understanding of DoD and Air Force military organizational structures, lines of authorities, delegation authorities, and numerous missions in order to match right personnel with right requirement at the right time. Comprehensive knowledge and thorough understand of military personnel laws, regulations, policies and processes. Ability to interpret those requirements and translate that knowledge into command operational requirements applied to HQ and wing level personnel and operations. Ability to develop and implement COMPACAF approved instructions for efficient management of various aspects of military personnel programs. Knowledge of and skill in selecting, interpreting, adapting and applying practices and processes involved in reviewing, analyzing, evaluating and synthesizing all facets of military personnel, pay and entitlements. Skill in written and oral communications to prepare and implement policies, guidance, changes, on military personnel issues and programs, and conduct briefings and presents issues, recommended solutions that balance mission priorities and active duty members and family concerns. Skills in composition (military personnel data elements) and use of MILPDS, AIRS, AMS, CMS, OBIEE and variety of computer system tools such as Excel and Access to maintain databases and perform queries and extractions using other tools. Ability to apply a high degree of judgment and confidentiality, following the appropriate protocol-driven guidelines necessitated by working with senior leaders and military personnel on sensitive personnel issues. Ability to establish and maintain constructive relationships with military and civilian leaders/managers across a wide range of government, OSD, Defense, and AF organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
