Job Description


The Iowa Department of Inspections and Appeals (DIA) is seeking a highly motivated, skilled, solution-oriented, and detailed individual to join our team and serve as a Human Resource Associate within the Customer Service bureau of the Administration division! Note that in response to recently passed legislation, the department will become the Department of Inspections, Appeals, and Licensing (DIAL) on July 1.

DIA’s mission is Achieve Compliance Through Education, Regulation, and Due Process for a Safe and Healthy Iowa. Our goal is to be an effective, efficient and approachable regulatory agency. To accomplish our Mission, the individual selected for this position will assist in providing human resource services to the department.


DIA is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans. On July 1, DIAL will include eight divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.


This position serves as a Human Resource Associate (HRA) within the Administration division’s Customer Services bureau. The HRA assists human resources by processing payroll transactions, ensuring accuracy of documents, performs transactions within the WorkDay system, and serves as liaison with the State’s human resource enterprise.

The position reports to the Customer Service bureau chief, works under the general direction of the Human Resource Professional 2, and will be located in the Hoover State Office building on the Capitol complex in Des Moines.

What You’ll Do


You will be an integral member of our human resources team, providing direct support to the agency’s operations by:


  • Process payroll and benefit-related transactions
  • Serve as liaison with Department of Administrative Services – Human Resource Enterprise
  • Manage confidential personnel information and records
  • Coordinate the delivery of human resource services for DIAL
  • Enter transactions into the WorkDay human resource system

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Human Resources Technical Assistant, Human Resources Technical Specialist, Secretary (any level), or Administrative Assistant (any level).
  • All of the following (a, b, and c):
  • A total of two years of education and/or full-time experience in general administrative support, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • A total of one year of education and/or full-time experience in administrative support in a human-resources-related program area, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Four years of full-time work experience in administrative support, at least two years of which were in a human-resources-related program area.
  • One year of full-time work experience in administrative support in a human-resources-related program area; and
