Job Description

Duties

This position is in the Office of Human Capital, Department of the Chief Operating Officer (COO), in Washington, DC. The Human Capital Program Analyst (HR Analytics) (HCPA) is responsible for leading the review and analysis of cross-cutting human capital data and general data sets. The (HCPA) will make recommendations and develop policy and procedures to improve data quality and integrity. The HCPA will also be responsible for working the Office of Diversity, Equity, and Inclusion to conduct comparative analysis and provide data to support AmeriCorps DEIA initiatives and strategies. The incumbent will:

  • Conducts independent quality reviews and internal audits.
  • Compiles, reviews, analyzes, and validates gathered information as needed to ensure the survey accomplishes stated purpose.
  • Advises customers of appropriate data fields needed to successfully identify survey, research, or study respondents.
  • Develops methods to assist with data quality and business practices impacting OHC and the Office of DEIA work products.
  • Works with appropriate personnel to develop leadership assessments and developmental activities (e.g. tiger teams, facilitated discussions, climate surveys, focus groups).
  • Provides training and guidance to staff throughout OHC in areas of effective data entry.
  • Collaborates with key agency leaders or stakeholders in the development and implementation of human capital strategies, methods, or initiatives.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position is defined as experience conducting in-depth data analysis, developing surveys, polls, and/or assessments to gather human capital data, and evaluation of human capital programs supporting the human capital lifecycle of employees, including recruitment, talent development, promotions, succession planning, and attrition for AmeriCorps' managers and supervisors in planning for, recruiting and staffing a high-quality diverse workforce.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
