Duties
- Plans and organizes the work of the LMER Office. Provides management advisory services to top management.
- Oversees contract negotiations, management labor contract interpretations, and disciplinary actions.
- Resolves disputes and interprets facts, events, and/or identifies aggravating or mitigating factors relevant to the case.
- Applies detailed analytical methods to identify, evaluate, and recommend in-depth alternatives to management to find appropriate Human Resource solutions.
- Represents management in unfair labor practice and representation hearings before the Federal Labor Relations Authority (FLRA) and in impasse proceedings before the Federal Services Impasses Panel.
- Serves as a Subject Matter Expert (SME) for complex issues. Assures that necessary labor relations training sessions are available to staff supervisors and management officials.

Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing comprehensive management-employee and labor relations to support assigned organizations; make informed judgments on problems and issues; perform management advisory services for specific requests related to immediate problems of limited scope; analyze segments of broader Human Resource Management issues or problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education
