Job Description
Colonna’s Shipyard, a diverse industrial company with extensive capabilities in commercial/government ship repair, machining, and large steel fabrication, is hiring an experienced HR Operations Manager to support its growing workforce. The position will lead and support the HR team’s creation, development, and delivery of human resource products, services, and solutions to strengthen Colonna’s end-to-end human capital strategies. The HR Operations Manager is a key position operating as a strategic business partner, also providing support to other departmental areas to include Employee Relations and Talent Acquisition as needed.


The position is located onsite in Norfolk VA and will often require hours beyond a standard work week with schedule availability to support operations in multiple time zones. Position may require limited travel.


Key responsibilities include managing personnel administration, policy and procedure development, regulatory compliance, job classification, compensation & total reward strategies, performance management/talent development, data/metric analytics, and HR technologies. Additionally, position will


  • SHRM-CP, or PHR credential preferred.
  • Assess, create, communicate HR owned policies/procedures, process standardization, recommending new approaches and business methodologies.
  • Provide leadership, direction, coaching/mentoring, ongoing feedback, and professional development to HR team members.
  • Ability to acquire a thorough understanding of the organization’s hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.

  • Define relevant key performance indicators, develop datasets to compile statistical reports concerning personnel-related data, reporting at regular intervals to support business goals.
  • Strong attention to detail
  • Expert level Microsoft Office skills, specifically Excel
  • Ability to multi-task and manage complexity
  • Prior Shipyard industry experience a plus.
  • Support new human capital program rollouts and ensure communication, training, and compliance with the business units.
  • Drive continuous improvement and service delivery excellence throughout all business units by identifying and adopting best practices, maintaining a proactive sense of the business’ needs, and analyzing current market/competitor trends.
  • Monitors and proactively reacts to overall HR metrics, trends, in consultation and collaboration with other HR team members and business leaders.
  • Project/program management skills
  • Drive administrative and process excellence in all core areas while supporting continuous improvements to HR service delivery.
  • Ability to think systemically and make both strategic and tactical decisions on sensitive HR issues
  • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
  • Accountable for ensuring appropriate tools and resources are available to the operation to drive a work environment free of discrimination and harassment by proactively measuring employee engagement, turnover, and compliance with all applicable federal, state, municipal laws, and federal contract laws.
  • Excellent verbal and written skills
  • Conduct training needs assessment, partner with appropriate resources (enterprise-wide), design training programs for multi-platform delivery (employee orientation/onboarding/assimilation, new supervisor training, management/leadership development, etc.) to shore training gaps, driving performance and competency improvements.
  • Minimum of 8 years of experience resolving complex employee relations issues.
  • Bachelor’s degree in Human Resources, Business, or related field is required.
  • Working knowledge of multiple human resource disciplines, including recruiting/talent acquisition, compensation practices, organizational diagnosis, employee relations, diversity, performance management, and federal and state respective employment laws.
