The F&A Office of People & Development provides all aspects of human resources and talent management for the Agency.

This position will work closely with the Chief People Officer, Employee Relations Manager and Talent Management teams. They will supervise the operations functions including benefits, class/comp, new employee orientation, employee inquiries, payroll, performance management, retirement, special leave, time and attendance, services awards, background checks and compliance.
Job Overview:
This position resides in the Department of Finance and Administration Office of People and Development which provides all aspects of human resources and talent management for the department. The Assistant Director of Operations reports to the Chief People Officer and supervises the Operations team. This position will work closely with the Chief People Officer, Employee Relations Manager and Talent Management teams. They will supervise the operations functions including benefits, class/comp, new employee orientation, employee inquiries, payroll, performance management, retirement, special leave, time and attendance, services awards, background checks and compliance.
Key Responsibilities:
- Assist in preparing and delivering training related to HR Operational duties including Supervisor Essentials.
- Perform customer service functions by answering employee requests and questions.
- Ensure background check compliance and record keeping ensuring audit compliance.
- Provides oversight and assistance for processing administrative paperwork related to hires and terminations.
- Assists Chief People Officer in leading workforce planning, succession planning, and skills assessment for the department.
- Leads and provides oversight to the F&A recruitment and interview process and partners with Talent Management on job fairs and other recruitment and retention initiatives.
- Work with Chief People Officer and other leadership to develop and implement employee engagement strategies to improve productivity and retention across the organization.
- Serves as the Performance Management Coordinator for F&A including assisting managers with new IPPs, work outcomes, SMART goals, IPP transfers and general questions.
- Conducts weekly or bi-weekly meetings with team to promote internal communications to ensure awareness regarding F&A and DOHR updates and changes."
- Lead and collaborate with leadership and F&A Legal to maintain F&A policy regarding special access background checks and training.
- Ability to work independently, prioritize tasks according to business priorities and meet deadlines
- Provides oversight to new employee orientations.
- Assists with policy creation and implementation, strategic goals and planning, organizational restructures and works closely with the Chief People Officer and other leadership to execute HR strategies.
- Ability to function well and pivot, when necessary, in a fast-paced environment."

Minimum Qualifications:
- Five or more years of human resources or related experience."
- A bachelor's degree in related field, and/or equivalent work experience.
