Job Description
ASRC Federal Space Coast Aerospace Services has an opportunity for a Project Manager / Site Engineer to join our team at the NASA Guam Remote Station (GRS).
This position starts on April 1, 2023, and will have 90 days overlap with the current Site Manager to ensure a smooth transition.

This position is located in Dededo, Guam at the NASA Guam Remote Station (GRS). The successful candidate will be the liaison with ASRC Program Manager/NASA GRS Site Manager and PERATON Management at NASA White Sands Complex (WSC). The candidate will be responsible for the Operations and Maintenance of the GRS in support of Space Relay (SR) Operations. Serves as the GRS Technical Point of Contact with the SENSE Space Network Operations, Maintenance, and Engineering departments at the White Sands Complex (WSC) and Blossom Point Remote Station (BPRS). Selected candidate will support planning, scheduling, preventative/corrective maintenance, engineering modification and software/firmware upgrade activities in a Satellite Ground Station environment.
Responsibilities:
  • Be able to isolate hardware problems to the lowest practical level and return the system to full operational capability.
  • Ensures compliance with all ASRC and SR policies, report requirements, and direction.
  • Identifies and troubleshoots system problems, conducts tests using all types of instruments and test equipment, analyzes results to restore systems, improve performance, and documents and reports results.
  • Attend daily meetings with Space Relay (SR) Operations and ASRC/PERATON /NASA Management.
  • Working knowledge of satellite communication principles with good understanding of RF fundamentals and able to perform basic measurement of the RF spectrum.
  • Ensures secure and positive control of critical resources.
  • Implements and ensures adherence to operational, maintenance and organizational procedures and policies. Reviews, edits and recommends changes to related technical and process documentation.
  • Provide maintenance, testing, evaluation and operation of two-axis antenna systems used for Telemetry, Tracking and Control (TT&C) of active satellites.
  • Ensures GRS Site Manager is kept apprised of all activities and issues.
  • Monitors technical and professional performance and acts quickly to correct deficiencies. Reports to and advises GRS management on all related operational and technical matters.
  • Provide training to operations crew on the use of various test equipment to include Spectrum Analyzers, Oscilloscopes and Power Meters.
  • Performs routine, non-routine, and complex assignments involving GRS Ground Communications Electronic (GCE) systems related to daily-shift operations and maintenance activities in support of spacecraft TT&C operations.
  • Ability to train and lead technicians in component repair.
  • Interface with SENSE SN management at WSC to identify best practices and develop common and consistent processes or procedures for a satellite ground station.
  • Identifies equipment failures on site and exercises creativity and ingenuity in restoring chains of equipment to operation.
  • Interface with Space Relay/WSC/BPRS, GSFC, and other onsite personnel to ensure properly coordinated activities.
  • Reports on Operations performance, equipment status and status of work in progress.
  • Assists in workplace and personnel safety by identifying and mitigating risks and intervenes to prevent mishaps.
  • Plan, schedule and oversee all maintenance, engineering change work, and software/firmware upgrades.
  • Develop Engineering Modification (EM’s), Local Operating Procedures (LOP’s), and Preventive Maintenance Plans (PM’s).
  • Develops and submits proposed changes for ground equipment improvements, i.e. HPA's, upconverters, downconverters, or modems.
  • Maintains the three (3) section, 24-hour crew work force and crew schedule.
  • Coordinates procedure development, site testing and ensures that all equipment is properly maintained.
  • Possesses a detailed knowledge of electronics, reliable, demonstrates a high standard of personal integrity.
  • Direct the work and shift schedules of Engineering Technicians, ensuring manning is available to support operations.
  • Ensures compliance with all corporate initiatives and policies.
  • Ability to coordinate the installation of equipment and / or replacement of parts and ensures all necessary adjustments to the system and chassis are made.
  • Ability to conduct or supervise the performance of equipment evaluation and testing.
Experience/Education
  • 9-12 years experience in related field depending on formal education
  • This position requires the candidate possess an active U.S. Government SECRET security clearance
Desired
  • Knowledge of NASA Space Network and TDRS operations is a plus.
  • Prior military electronics and/or satellite communication training/experience.
  • A Bachelor of Science degree in electrical, computer or network engineering technology.
This position supports the networks, operations, and test and integration of electronic and eletro-mechanical systems.
This position starts on April 1, 2023, and will have 90 days overlap with the current Site Manager to ensure a smooth transition.
The successful candidate's duties may include:
  • Provides technical direction to a staff of technicians providing 24/7/365 support of two Space-to-Ground Terminals
  • Provides hardware maintenance services which may include re-installation and modification of existing equipment, preventive and corrective maintenance, and replacement of equipment to maintain original hardware configuration
  • Modifies, tests, and replaces sub system components to ensure operability and maintainability
  • Prepares documentation of equipment architecture and cabling configurations
  • Provides for the implementation, integration, and test and transfer into operations of hardware and software systems for network services, missions and projects
  • Provides sustaining engineering support for ground systems hardware, software, and firmware
The Successful candidate must possess:
  • An Associate's Degree in a technical field and 9 years' of related experience. In lieu of a formal education, the candidate must have 12 years of related experience
