Job Description
Summary

Responsible for creating, maintaining, and analyzing geographic data. Also provides GIS assistance, guidance, and other technical support to the Development Services Department.

Essential Functions and Other Important Duties

Essential Functions:

  • Completes GIS data entry, data validation and performs maintenance of current GIS databases
  • Makes decisions and recommendations of a broad nature in accordance with general policy and guidelines
  • Provides support to the department on an as needed basis for items such as City Council requests, public information requests, preparation of agenda items, and presentation materials
  • Identifies problems,?performs research, and uses independent judgment to solve problems that are difficult to identify or where facts may be insufficient and misleading
  • Reviews priorities and assignments with staff in a group setting
  • Creates statistical reports for information purposes
  • Maintains regular and punctual on-site attendance
  • Recommends and establishes standards and procedures to deal with the production of high priority data, maps, and services
  • Leads in the design and development of enterprise geographic information systems which may link facility maps with data to produce maps
  • Coordinates GIS projects with users for deadline requirements
  • Develops standard operating procedures to provide consistency in the maintenance of GIS data, maps, and tools
  • Works under routine supervision where the supervisor occasionally reviews work to ensure completion
  • Performs analyses to solve complex spatial problems
  • Meets users from multiple departments to identify their needs
  • Assists users with problem resolution
  • Uses ArcMap and other necessary tools to maintain Geodatabases
  • Seeks innovative solutions to improve efficiency
  • Provides explanation of technical matters to individuals with little or no background in the subject matter
  • Documents and troubleshoots problems alone and as a team member
  • Assists and trains GIS Technicians
  • Designs, coordinates and prepare representations of Geographic Information Systems (GIS) databases
Additional Duties:
  • Stays knowledgeable about state of the art and the latest GIS technologies available
  • Performs other duties as assigned

Job Requirements

Minimum Qualifications/Acceptable Equivalencies:

  • Bachelor's degree in GIS, geography, computer science, or a closely related field
  • Four (4) years of experience in a spatial data creation/maintenance environment
OR
  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Core Competencies:
  • Ability to balance the needs and priorities of concurrent ongoing projects
  • Ability to communicate effectively both verbally and in writing
  • Ability to work in a team environment as well as work independently depending on the nature of specific assignments
  • Ability to form and maintain effective relationships with co-workers and customers
Preferences:
  • Python, JavaScript, or other programming experience
  • Bilingual in Spanish and English
  • Experience with 3D, Geostatistical, Network, and Spatial Analyst Tools
  • Proficiency in ESRI products and GIS databases
  • Municipal government experience
  • GIS certification
Conditions of Employment:
  • Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license within 90 days of hire per state law)
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check
