Job Description
Summary You will serve as a Financial Management Analyst in the Marine Corps Air Ground Combat Center, Comptroller Division of MARINE CORPS AIR GROUND COMBAT CTR, Twentynine Palms, CA. Responsibilities You will use Microsoft Access or similar software to generate and compile reimbursable financial data reports. You will develop spreadsheets to track, analyze, and report status of funds. You will advise financial management staff on the application of funding policy and regulatory requirements. You will analyze the effect of changes in program plans and funding on financial and budget program milestones. You will integrate a financial and budgeting system with organizational programs. You will assess the impact of new or revised regulations on financial policies and procedures. You will analyze an organization's finances to determine the level of financial performance. You will analyze changes in program funding to determine impact on financial or budget milestones. You will analyze recurring problems with funds management to recommend solutions. You will identify problems and recommend solutions for projects related to financial management. You will brief a wide range of audiences (e.g., financial team, managers, customers) regarding financial information, concepts and ideas. You will explain financial laws, regulations, policies, standards, or procedures to managers, personnel, or customers. You will facilitate meetings with managers to discuss organization and inter-organization financial policies and procedures. Requirements Conditions of Employment Qualifications GS: 11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing a variety of analytical, technical, and administrative work in any of the phases or systems of budget administration; formulating budget and cost estimates to support plans, programs, and activities; presenting and defending budget estimates before authorities; reviewing and evaluating budget requests; control, and reporting of obligations and expenditures; and developing, determining, and interpreting budgetary policies and practices. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing a variety of analytical, technical, and administrative work in any of the phases or systems of budget administration. Education FOR GS-09 In lieu of specialized experience listed in the Qualifications section, applicants may qualify for the GS-09 position based on education OR equivalent combination of experience and education as follows: Have successfully completed a master's or equivalent graduate degree OR Have successfully completed two full years of progressively higher level graduate education leading to a master's degree. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
