About Our Job
The City and County of Denver is seeking an Executive Director of Human Rights and Community Partnerships to lead and implement the Mayor’s Vision and Strategy for the Human Rights & Community Partnerships Agency. The Executive Director of Human Rights and Community Partnerships is a member of the City and County of Denver’s executive body and is responsible for setting and operationalizing CCD’s broader vision, strategy, and goals within the Human Rights & Community Partnerships Agency.

The role of the Agency for Human Rights and Community Partnerships is work with and
protect the rights of our community residents that have been historically overlooked and
marginalized. We focus on building collaborative partnerships with community sectors to
address the complex challenges our community faces. We celebrate the spirit of community
through public service – where community comes first.

HRCP is one of the few agencies that work directly with every city department in the City and
County of Denver – ensuring accessibility, language access, community engagement,
partnership with key nonprofit partners, and outreach to hard to reach communities.
As the Executive Director of Human Rights and Community Partnerships you will set the strategic direction and vision and lead the fiscal and operational strategy of the Human Rights & Community Partnerships Agency to drive high impact, equitable outcomes for the City and County of Denver.

The salary range for this position is $125,176- $212,799

Additionally, as the Executive Director of Human Rights and Community Partnerships, you will:
  • Strategic Leadership: Develop and implement a comprehensive strategic plan for the Human Rights and Community Partnerships department, aligning with the city's vision and goals. Set priorities, establish objectives, and provide visionary leadership to advance human rights, equity, and social justice in the community.
  • Human Rights Advocacy: Serve as a passionate advocate for human rights, working to ensure that the rights of all individuals in the community are protected and promoted. Collaborate with local organizations, government agencies, and community leaders to address issues of discrimination, bias, and inequality through policy development, education, and advocacy.
  • Community Engagement: Foster strong community engagement by building meaningful partnerships with diverse stakeholders, including community-based organizations, advocacy groups, faith-based organizations, and residents. Facilitate dialogue, promote inclusivity, and empower community members to actively participate in decision-making processes that impact their rights and well-being.
  • Equity and Inclusion Initiatives: Lead efforts to advance equity and inclusion throughout the city by developing and implementing strategies, policies, and programs. Work closely with internal departments and external partners to promote diversity, address systemic barriers, and create opportunities for underrepresented groups.
  • Collaboration and Partnerships: Build and nurture partnerships with local, regional, and national organizations to enhance human rights, diversity, and community partnerships. Collaborate with government agencies, non-profit organizations, educational institutions, and business leaders to implement joint initiatives, leverage resources, and maximize the impact of human rights efforts.
  • Policy Development and Implementation: Develop and recommend policies, regulations, and initiatives that promote and protect human rights within the city. Collaborate with legal experts, community stakeholders, and city departments to ensure the implementation and enforcement of inclusive policies that reflect best practices and legal requirements.
  • Staff Management and Development: Provide strong leadership to the Human Rights and Community Partnerships department, overseeing a team of dedicated professionals. Foster a supportive and inclusive work environment, promote professional development, and empower staff to effectively carry out the department's mission and goals.
  • Oversee the Anti-Discrimination Office: The Denver Anti-Discrimination Office (DADO) works toward putting an end to discrimination in employment, housing and commercial space, public accommodations, educational institutions, and health and welfare services on the basis of race, color, religion, national origin, ethnicity, citizenship, immigration status, gender, age, sexual orientation, gender identity, gender expression, marital status, military status, disability, source of income and protected hairstyles.
  • Oversee the Division of Disability Rights: As one of the most accessible cities, the Denver Division of Disability Rights (DDDR) is an integral division of the Agency for Human Rights & Community Partnerships. The Americans with Disabilities Act (ADA) is a federal civil rights law that provides people with disabilities equal access to employment, state and local government programs, goods and services. The Denver Division of Disability Rights coordinates the City and County of Denver’s efforts to ensure compliance with Title II of the Americans with Disabilities Act (ADA). Our role is to ensure that all City services and programs are accessible to people with disabilities.
  • Oversee the Office of Financial Empowerment & Protection: The Office of Financial Empowerment and Protection (OFEP) strives to achieve economic mobility, financial equity and inclusion, and generational wealth for Denver residents and small businesses through the integration of financial empowerment policies, programs and practices. There are seven defining programs and initiatives of the Office:
  • Bank On Denver (BOD)
  • Financial Empowerment Centers (FEC)
  • Free Tax Services (Denver Asset Building Coalition, Tax Payer Advocate Services)
  • Financial Navigation
  • Citywide Initiatives
  • Financial Empowerment Innovation Center
  • Consumer Financial Protection (CFP)
  • Oversee Office of Immigration & Refugee Affairs: The Denver Office of Immigrant & Refugee Affairs (DOIRA) partners with nonprofits, community-based organizations, residents, and government agencies to develop and implement policies, practices and programs that influence the various paths of immigrant integration.
  • Oversee of Storytelling: The Denver Office of Storytelling preserves and shares the history and culture of the city primarily by creating #IAmDenver films in the voices of residents. Through story, the office strives to inform decision-making at City Hall and to uplift community voices for conversation and engagement, particularly around issues of social justice. Since 2019, DOST has created more than 400 stories – from daring drag queens to the first Black fire chief, from Native educators to wheelchair activists, and so much more. In 2022, among the honors the team received were cultural heritage awards from History Colorado and the XicanIndie Film Festival for its first full-length documentary, “Chicanas: Nurturers and Warriors." That film, about what it means to be a Chicana in Denver, premiered to a sold-out audience at the Denver Film Festival in 2021 and helped us recognize the engagement power of longer form documentaries to inspire change and bring communities together.
  • Oversee the Office of Nonprofit Engagement: The Denver Office of Nonprofit Engagement/D-ONE (formerly the Denver Office of Strategic Partnerships/DOSP) was created in January 2004 to serve as a liaison between the City of Denver and its nonprofit sector. D-ONE is committed to increasing the capacity and sustainability of the nonprofit sector and achieves those objectives by delivering training & workshops, targeted programming, improving internal contracting processes, and by assisting nonprofits with funding and becoming smarter about the facilities they operate out of.
  • Oversee the Office on Aging: The Denver Office on Aging advocates for Denver’s older population by helping local agencies develop policies and programs that will improve the quality of life and accessibility to care and culture for aging residents.

About You
We are looking for candidates that demonstrate experience in the following knowledge, skills and abilities:
  • Education and Expertise: Proven experience in human rights advocacy, community engagement, or related fields is highly desirable and/or extensive experience in public administration, government affairs, or a related field, with a minimum of 10 years of progressively responsible leadership roles.
  • Human Rights Knowledge: Deep understanding of human rights principles, international standards, and legal frameworks. Familiarity with issues related to diversity, equity, and inclusion, as well as knowledge of local and national human rights challenges and best practices.
  • Leadership and Collaboration: Strong leadership skills with the ability to inspire and motivate a diverse team. Excellent collaboration and partnership-building skills to work effectively with community organizations, government agencies, and stakeholders. Experience in fostering inclusive environments and promoting teamwork and collaboration.
  • Advocacy and Policy Development: Demonstrated experience in human rights advocacy, policy development, and implementation. Knowledge of policy analysis, legislative processes, and the ability to develop and recommend inclusive policies that advance human rights and social justice.
  • Community Engagement: Proven track record in community engagement and building partnerships with diverse stakeholders. Experience in facilitating community conversations, promoting inclusivity, and empowering community members to actively participate in decision-making processes.
  • Strategic Thinking and Problem-Solving: Strong strategic thinking skills to develop and implement long-term plans, set priorities, and achieve departmental goals.
