Job Description

Our client, QCR Holdings, Inc., (NASDAQ – QCRH) is a financial holding company and the parent company of QCBT, CRBT, CSB and Guaranty Bank. QCBT, CRBT and CSB are Iowa-chartered commercial banks and Guaranty Bank is a Missouri-chartered commercial bank. All four charters are members of the Federal Reserve system with depository accounts insured to the maximum amount permitted by the FDIC.


The Executive Vice President, Chief Risk Officer reports to the QCRH Board of Director’s Risk Oversight Committee and administratively to the CEO of QCR Holdings, Inc. The main location for this position could be in Moline, IL or Cedar Rapids, IA, or at a location in the QCRH market.


Position Summary


The EVP, Chief Risk Officer, manages the Enterprise Risk Management (ERM) process and related reporting for QCR Holdings, Inc., and its subsidiaries; evaluates existing and emerging risks; and leads strategy formulation to manage, monitor and mitigate risks to QCRH and subsidiaries. Responsible for the overall direction, leadership, management and control of the company’s risk management processes, and board related activities consistent with a bank holding company with assets greater than $10B. The EVP, CRO will also be responsible for managing the Risk Team.


Essential Functions

  • Leads the Risk Management department.
  • Develops and implements the QCRH ERM framework and board reporting. Works with other risk managers in the enterprise to create and maintain risk management documentation and reporting. These other risk managers include, but are not limited to, the QCRH CEO, President, COO, CIO, CTO, Internal Audit, human resources, and bank CEOs, CFOs, Chief Credit and Lending Officers, ALM committees, and SVP/Cashiers.

DIRECTS AND OVERSEES -

  • Audit/exam issue and response process. Serves as the liaison with Federal and State regulators. Coordinates onsite examinations and receipt of requested materials.'
  • Company’s SOX compliance activities, including maintaining and updating SOX documentation, reporting and company policies
  • QCRH vendor management process
  • Holding company's Compliance management activities including BSA/AML and fraud programs, Consumer compliance, CRA, etc
  • QCRH Record Retention program
  • QCRH insurance program for both the primary carriers and the captive insurance company. Oversight also includes managing the BOLI risk assessment process and annual board reporting
  • Policy management and updates. Creates or assists in creating new company policies as needed

DIRECTS AND COORDINATES

  • Directs and coordinates preparation of internal control and regulatory reports required by law, regulation, and the Board of Directors.
  • Coordinates and oversees the company’s model risk program.


Education and Experience

  • Bachelor’s degree in business or related experience. MBA desirable.
  • Strong analytical, problem solving, leadership, strategic thinking, communication, and presentation skills.
  • Certifications such as Certified Bank Auditor, Certified Internal Auditor, Certified Risk Professional, and Certified Information Systems Auditor.
  • Ten years of banking experience, preferably in internal control and risk management areas. Public company experience required. Prior financial institution CRO or Deputy CRO experience desired.
  • Ability to manage multiple roles and projects.
  • Certified Public Accountant desirable
