Job Description

Position Title: Chief Program Officer

Department: Executive Office

Reports to: Senior Vice President – Behavioral Health Continuum

Senior Vice President – Education and Workforce Development

Senior Vice President – Families and Community Connection

Vice President – Violence Intervention and Prevention Services

Position Objective and Summary:

Reporting directly to the President/CEO, the Chief Program Officer (CPO) will oversee all programs and services to UCAN’s youth and families. As a member of the Executive and Senior Leadership Teams, the CPO will have an agency-wide lens towards the planning, execution, integration, and success of UCAN’s programs and services. The CPO must support the development of all resources (human and financial) needed to execute UCAN’s vision, mission, and values.

Essential Functions and Responsibilities:

· Oversee all operations and activities of the programs of UCAN. As part of the Executive Team, ensure seamless mission delivery and effectiveness across all programs

· Ensure that programs are mission-driven, in line with strategic plan goals, and support the needs of UCAN clients and the community

· Provide collaborative leadership in maintaining a positive and productive working relationship among the executive and senior leadership staff, Program Committee of the Board, partner organization and volunteers.

· In conjunction with the Development Department, create messaging and motivate partner organizations and volunteers to continue their efforts to support UCAN’ mission

· Regularly monitor budgets and cash flow statement. Demonstrate fiscal responsibility and efficient use of all organizational resources

· Develop and implement quality assurance models for all programs to ensure that expected quality standards are met on a consistent basis

· Recruit, select, and retain skilled and qualified staff. Provide and participate in employee performance coaching as needed and develop a culture of performance management

· Provide guidance on strategy, priorities, goal-setting, professional development, and context to Program Vice Presidents for how their work connects with and supports the mission of UCAN

· Maintain strong relationships with other social service agencies, Federal and State agency, DCFS, city, township, county governmental entities, towns, and other community groups and organizations

Developing and Supervising Employees

· Manages Human Resources procedures, including: recruits, interviews and hires staff to meet the needs of the department; ensures appropriate job scheduling, assignment and training; recommends and approves salaries, promotions, demotions and terminations; coaches and counsels staff for maximum performance.

· Provides leadership, direction, support and guidance to direct reports

· Identifies and coaches staff for job enrichment or potential advancement

· Delegates appropriate tasks and responsibilities to staff based on individual skill level and workloads

· Recognizes and rewards individual and departmental performance

· Sets and evaluates clear and collaborative individual performance goals for direct reports

· Provides guidance and feedback to supervisory staff in their supervision of direct reports

Diversity and Cultural Proficiency

· Is open to being an active learner, participating in discussions with others, trying new approaches and ideas, and being self-aware and self-reflective for continual personal, professional and leadership growth

· Strategically plans for department/program that thoroughly examines and inclusively incorporates diversity

· Actively promotes staff development by initiating and encouraging communication with employees about issues of diversity and discrimination

· Completes assigned tasks in UCAN Diversity Goals and supports activities of UCAN Diversity Committee

Specific Requirements Include:

· Proven track record of managing the strategic, operational and financial aspects of an organization with a similar human and social services scope.

· Bachelor’s Degree required. Strong preference for a Master’s in a related human and social services field

· A minimum of 10 years of progressive experience in leadership and management, with documented ability to manage and develop staff and lead teams

· Proven ability to build strong external relationships with volunteers, partner organizations and other stakeholders

· Proven track record in financial management and program budgeting.

· Familiarity with applicable licensing standards, performance regulations, state, federal, and local guidelines/ordinances, grant requirements, and organization policies and procedures related to the work of DCFS and COA

· Excellent communication skills and ability to use soft skills to effect desired results.

· Strong analytic and strategic-thinking skills, with demonstrated aptitude in creating, implementing and monitoring complex plans and translating those plans into goals and concrete strategies.

· Ability to work well in a diverse setting with staff and clients who possess a multitude of life experiences and perspectives

Professionalism and Work Conduct

Education/Job Experience/Certification:
