We believe that diverse perspectives and experiences enrich our work and make us more effective in serving the youth we support.   POSITION SUMMARY: The Evaluation and Learning Manager is a seasoned, results-oriented professional with a successful track record of building an organizational culture of using data to guide learning and improve programs, and experience in leading and conducting applied research and evaluation studies. The Evaluation and Learning Manager reports to the Vice President of Evaluation and Learning, supervises the Data Analyst and E&L Research Fellow, and serves as a primary day-to-day resource throughout the organization around data, reporting, and evaluation activities. This position requires an individual with deep practical experience and the capacity to infuse and sustain a data and evidence-based culture of learning and continuous quality improvement. The Department is focused on strengthening the organization’s reputation as an evidence-building and analytics leader in the child welfare and non-profit spaces, by: Making data and reports more accessible and informative to staff, leadership, partner organizations and funders, through the creation of well-designed dashboards and simple-to-interpret metrics Designing experiments for new interventions and testing their impact on key outcomes like living wage attainment Conducting ad hoc analysis and publication-ready research intended to impact and shape public policy around extended foster care nationally   Essential Duties and Responsibilities: Manage case management system (Apricot) to meet the current and future needs of various programs and departments to minimize data burden and maximize learning Regularly review data in Apricot and Power BI for quality and train colleagues in how to use systems to guide and drive the work Support data and outcome literacy across programs to ensure high fidelity data and accurate outcomes Manage and fulfill requests made via the internal ticketing systems and data requests submitted to support the organization’s reporting needs internally and externally. May represent First Place’s work in funder meetings Establishes internal standards, procedures, and documentation on metric definitions, report cadence, and program logic models Provide excellent internal and external customer service, to the users of our systems and recipients of our reports Represent Evaluation and Learning at New Hire Orientation and holds introductory Apricot training to new staff on a bimonthly basis or as needed Evaluation, Learning, & Innovation Design, prepare and update regular reporting tools (e.g. quarterly dashboards) to keep management, Board, and external partners informed around key performance metrics and support the organization’s performance evaluation process Conduct client interviews, facilitate focus groups, and where relevant, create research protocols Collaborate with the Vice President of Evaluation and Learning, senior management and external consultants/evaluators to support the design and implementation of ongoing evaluation studies. Provide high-quality analytical support and thought partnership across the agency on evaluation issues to support and promote culture of innovation and learning Develop, manage, and maintain a user-friendly and up-to-date repository of internal and external research, evaluation findings, historical data analyses and resources on foster-care, transition age youth, and comparable populations and programs. Support test + learn program improvement pilots conducted by staff, driving the facilitation of learning calls to disseminate findings Disseminate research, analytic reports and relevant data, including emerging findings to support staff and program improvement. Team functioning and coordination: Invest time in cultivating and coaching staff, including defining projects that showcase and develop the team’s skills. Hire and train department staff, interns, and/or volunteers. Establish goals for the team as a basis for productivity, performance, results and accountability Qualification and Requirements: BA with a minimum of 5 years’ experience or MA with a minimum 3 years’ experience in social science research and/or program evaluation in a nonprofit, consulting, or human services agency demonstrating progressively higher levels of responsibility in managing and leading complex data management, research and evaluation projects A minimum of 1 year of previous supervisory experience preferred Familiarity with Apricot case management system (or similar) strongly preferred Creative problem-solver eager to tackle complex problems Experience and basic proficiency with data visualization (Power BI), querying (SQL), and/or quantitative analysis(R/python) preferred Project Management Skills- Exceptional ability to plan, execute and manage departmental projects, and staff assigned to those projects, to ensure timely completion of deliverables.
