Job Description

Research, analyze, formulate, recommend, implement, and continually assess strategies for meeting test and evaluation cost, schedule, and system performance objectives, and for managing risks during development.

Other duties and responsibilities will include development of statutory and regulatory documentation (e.g., milestone documents), contract documentation (e.g., Requests for Proposal and Statements of Work), and reports (e.g., monthly activity reports), and support of program management reviews, integrated master plan/schedule reviews, and other senior-level meetings and reviews as necessary.


Demonstrate working knowledge of, and application of the principles, policies and practices of weapon systems test and evaluation systems acquisition and program management as defined in Department of Defense Instruction 5000.89 and Department of the Air Force Instruction 99-103.


II.Essential Functions:

  • Primary client contact overseeing day-to-day operations the project thru completion;
  • Monitor test events in support of the weapon system development;
  • Prepare and present Program Management/Execution Review briefings
  • Review and analyze engineering performance and technical analysis reports for impact on weapon system test strategy;
  • Prepare and review test analyses and reports;
  • Responsible for analysis, design, scheduling, construction and delivery of solutions;
  • Prepare test plans and procedures, Test & Evaluation Master Plans (TEMPs), and test input to the applicable statutory and regulatory acquisition documentation for a Major Defense Acquisition Program (MDAP);
  • Review output and provide feedback;
  • Thought leader guiding all reporting work-streams;
  • Provide extensive DoD Test experience with the Defense acquisition management processes in accordance with the DoD 5000 series instructions.
  • Manage the day-to-day of your team (e.g., prioritization, work-streams, output, etc.);
  • Review and analyze design documentation including engineering drawings and specifications;
  • Responsible for leading the team during client projects;
  • Provide senior-level test input on weapon system Request for Proposals (RFPs), Statement of Work (SOW), Performance Work Statements (PWS) and Contract Data Requirements List (CDRLs)
  • Prepare Monthly Activity Reports

III. Other:

  • Maintain Department of Defense security clearance appropriate with the client billet assigned.

IV. Knowledge/Skills:

  • MA/MS degree plus ten (10) years of experience in Department of Defense acquisition program management;
  • Knowledge of Government Life Cycle Acquisition processes and documentation;
  • DoD weapon system test and evaluation management experience;
  • BA/BS degree plus twelve (12) years of experience in Department of Defense acquisition program management; or,
  • Familiarity with Contracts and Contract Requirements Processes;
  • Knowledge and use of the Microsoft Office (e.g., Word, Excel, PowerPoint, Project) applications.
  • Effective oral and written communication skills; and,
