Job Description

This position is located in the Office of Unemployment Compensation, Benefits Division, Department of Employment Services (DOES). This position conducts detailed claims examination, technical development, and adjudication to determine benefit eligibility for unemployment claims filed in the District of Columbia.

DUTIES AND RESPONSIBILITIES

Incumbent ensures TPS efficiency and effectiveness; interviews and observes UI staff to assess and evaluate internal controls; identifies flawed integrity processes and provides feedback for correction within requested completion deadlines to prevent non-compliance. Must be able to interpret and receive direction through national TPS program correspondence. Selects, reviews, and analyzes samples of tax activity; provides input to data processing staff in development and modification of automated tax systems; gathers and consolidates statistical information for USDOL. Identifies and determines causes of deficiencies and inaccuracies; compiles, analyzes, and collates data, in preparing periodic, special project, and annual written reports; prepares and submits weekly, quarterly, and annual reports of findings, conclusions, and recommendations for submission to meet USDOL requirements; ensures reports are submitted timely to remain in good standing with national reporting requirements. Manages assigned simple and complex projects related to agency UI compliance, data validation completion, programmatic audits, and program performance reviews. Incumbent is the primary point of contact and accountability for TPS reports.

Develops training materials, compliance standard operation procedures, and policies and presents training to department and other state level UI and compliance staff, and to public and private employers as requested and directed by agency leadership. Provides management and staff with findings and recommendations; provides technical assistance in recommending design and implementation of new procedures and forms; responds to recommendation inquiries from departmental management, regional or national offices. Conducts on-site reviews as necessary and as directed; represents District of Columbia at national TPS conferences. Other duties may include serving on various committees or panels and conducting seminars related to Unemployment Insurance. May also be responsible for speaking at auditor meetings and other forums, training new employees, and serving as a liaison between the agency, employers, and their representatives. Exchanges information through USDOL Regional contact personnel and maintains cooperative partnerships with other state tax programs.

QUALIFICATIONS AND EDUCATION

Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience: Specialized knowledge and understanding of employment tax registration and accounting procedures. Basic knowledge and skill in payroll processing and maintaining payroll records; accounting practices, principles, and methods; knowledge of the legal issues regarding the preparation of tax cases and benefits. A comprehensive knowledge of the District of Columbia Unemployment Compensation Act, as well as relevant Federal Unemployment Insurance Laws; a detailed knowledge of all manuals, regulations, directives, and procedures that are required for processing of payments administered by DOES.

Salary: $80,784 - $90,805; Based on qualifications and funding

Collective Bargaining Unit: This position is not covered under collective bargaining.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
