Job Description
The Coalition of Orange County Community Health Centers is seeking a skilled and experienced Director of Health Information (HIT) to support our member health centers in optimizing their health information technology systems and processes.
The Director of Health Information Technology will be responsible for leading and overseeing the development, implementation, and ongoing support of health information technology strategies and initiatives for the Coalition OC and its members. This includes providing oversight for the Orange County Partners in Health (OCPH) Health Information Exchange (HIE), or OCPH Health Center Controlled Network (HCCN), and its collaborative work including serving on the Executive Committee for OCPH; convening member meetings: HCCN Steering Committee Meetings Data Governance Committee Meetings; coordinating work with Coalition OC staff; meeting with potential funders; grant reporting; and other network management duties. The primary focus will be on leveraging technology to improve patient care, enhance operational efficiency, and achieve organizational goals related to health information exchange, interoperability, and data analytics.
Responsibilities
Strategy Planning
o Develop and implement health information technology strategies that support the organization’s mission, goals, initiatives, projects and activities.
Management and Oversight
o Hire and manage all staff needed to complete all functions of the department.
o Lead HIT related projects and initiatives, collaborating with cross-functional teams to ensure successful project outcomes.
o Data Governance responsibilities such as ensure the integrity of HIT data via data monitoring and quality control.
▪ Monitor HIT trends to keep current with new technologies and opportunities for improvement.
Technical Assistance
o Provide guidance to member health centers with HIT needs such as EMR and other health information technology selection, implementation, and optimization. o Promote HIT training through Health Information Technology, Training, and Technical Assistance Center (HITEQ) or third parties for health center staff.
o Evaluate and recommend new HIT technologies and systems to improve patient care and organizational efficiency.
o Provides support for the creation and implementation of HIT related user forums to assist member clinic staff in the use and optimization of related products with vendor support (i.e., Relevant, EHR specific vendors, etc.).
Program Management
o Direct all aspects of the OCPH HIE and HCCN, including oversight and implementation, of the core objectives and goals of the grant(s).
o Support OCPH Committee functions, such as coordinating meetings and processes. o Facilitate the Committee development process, including committee appointment, vision and mission statement development, and organization structure.
o Create and monitor subcontracts/MOUs with all partners.
o Establish relationships with key local, state, and regional individuals and organizations that can assist the members in their collaborative efforts.
o Ensure activities are implemented as planned by collaborating between organizations to facilitate goals.
o Complete and submit all required grant reports and final evaluations.
o Serve on the Executive Committee/Governance Committee for OCPH; manage other staff and consultants.
o Actively participate in the development and operation of the OCPH HIE and HCCN, and the successful implementation and adoption of health IT into member organizations.
o Oversee the deployment and optimization of the Relevant or other Aggregated Data Analytics and Population Health Systems.
o Continue development of the network; assist in the development of processes needed within the member organizations.
Qualifications
Education and Experience
Bachelor’s degree required, master’s degree in a related field preferred.
Five to seven years’ working experience in the areas of clinical performance measurement, analytic methodologies, provider/stakeholder engagement, and clinical improvement activities.
Three years’ working experience in an administrative role in a network or association.
One to three years’ healthcare and/or community health center administrative experience.
At least five to seven years of experience in HIT leadership, preferably in a healthcare organization.
Knowledge of EHR and other HIT systems, including experience with deployment, implementation, optimization and management.
Understanding of HIPAA regulations and other relevant healthcare laws and regulations.
Must have the ability to identify and implement solutions to complex problems using analytical skills.
Skills and Training
Proven track record of team building and problem solving with excellent interpersonal skills.
Excellent communication skills; written, oral, and presentation.
Ability to manage multiple projects under tight deadlines.
Ability to work independently, problem-solve and take initiative.
Knowledge of data collection and interpretation is preferred.
Knowledge of contemporary Healthcare Information Technology and Healthcare InformationExchange (HIE).
Knowledge of healthcare operations, processes, and workflows.
Experience with project management methodologies and tools.
Supervisory Responsibilities
Supervise a team of up to five employees and manage contractual agreements and work plans with consultants and participating health centers.
Compensation and Benefits
The Coalition of Orange County Community Health Centers offers group health, dental, vision, accident, and life insurance. The Coalition OC pays for 90% of employee’s health and dental insurance premium prorated by the hours worked. Spouse and dependent coverage is also available at a group rate and is paid by the employee. Employees are offered paid vacation and a generous holiday schedule. In addition, eligible employees may participate in a 401 (k) program with an employer match.

Pay: $100,000.00 - $125,000.00 per year
