Lawrence Berkeley National Lab’s (LBNL) Projects & Infrastructure Modernization Division has an opening for a Department Head, Project Management to join the team.
In this role, you will be responsible for managing and developing the Division’s project management staff (PMs) who lead the Division’s portfolio of construction projects from initiation through completion. As a key member of the PIM Division leadership team, the position is responsible for overseeing PM workload, determining project assignments and working closely with Project Directors to provide resource(s) needed to manage the Project Director’s assigned portfolio of work. This position is responsible for developing, maintaining and continuously improving the procedures, work instructions, specifications, reporting templates and other tools used by the Division’s PMs. The incumbent will chair the Division’s monthly project review forum, as well as review and approve PIMD monthly project status reports.
What You Will Do:
- Oversee the planning and development of the project scope, budget and overall project schedule.
- Promote the integration of all dimensions of Laboratory Operations within project execution.
- Integrate related project activities to ensure the overall success of Laboratory initiatives and projects.
- Manage PM performance by providing clear requirements and metrics. Provide prompt and direct feedback with respect to conformance with PIMD’s project management requirements and standards.
- Proactively seek out customer needs as they pertain to project management services. Develop a full understanding and accept ownership of those needs, seek relevant solutions which meet all requirements and follow up to ensure that the customer is satisfied.
- Develop staffing and resource utilization plans. Maintain close control of staff workload to ensure work is equitably distributed and reflects the talents and strengths of the individual contributors.
- Ensure prompt close-out of the project and submission of final project report(s).
- Review and approve project forecasts, schedules, cost estimates, financial reports. Partner with Procurement to improve Laboratory contracts on an ongoing basis.
- Maximize coordination, alignment, integration and collaboration between Project Management team and teams in Operations Divisions and Science organizations.
- Establish, implement and maintain project management procedures to ensure consistency across PIMD’s entire portfolio of projects.
- Provide expert level managerial, technical leadership and formal supervision to the Project Management team to ensure alignment with strategies and goals across the wider organization.
- Provide oversight and assurance that all staff perform activities in compliance with LBNL’s implementation of DOE policies.
- Schedule and coordinate project reviews.
- Participate in the formulation of and recommend management policies, plans and programs that are in concert with PIMD mission and institutional goals of the Laboratory.
- Ensure all assigned staff are trained in applicable procedures and standards. Recruit staff. Train, mentor, and otherwise develop team members, recognize meritorious performance and build a cohesive and integrated team.
Additional Responsibilities as needed:
- Mentor early and mid-career staff.
- Participate in the Laboratory’s project management community of practice.
- Support continuous division-wide improvement activities.
- Participate in external professional organizations.
What is Required:
- A Bachelors/advanced degree in a related field with substantial education and/or related experience in overall management of projects.
- Excellent written and verbal communications skills and the ability to interact effectively with others.
- Strong ability to distill scientific goals and objectives into concrete project requirements.
- Ability to serve in advisory capacity to senior level lab management as well as represent the Laboratory in project matters with DOE-BSO, DOE HQ, UCOP and UC Berkeley.
- Support the detailed planning of project activities to ensure effective integration with Operations Area functions including, but not limited to, Facilities Engineering and Shops, EHS, and OCFO.
- Proven ability to analyze and solve challenging and complex problems as well as develop and present briefings and reports to senior management.
- Ability to manage complex tasks and conflicting priorities, particularly direction, management, organization and planning activities.
- A minimum of 10 years of experience managing engineered construction projects from initial concept evaluation through engineering and design, construction, and commissioning.
- Perform all duties in compliance with applicable Environment, Health and Safety rules and regulations as described in LBNL Pub-3000 and other related documents.
- A minimum of 5 years of supervisory responsibility and demonstrated ability and experience in leading a diverse team of Project Managers. Related supervisory experience may be considered.
- Demonstrated ability to effectively supervise a diverse team of highly skilled Project Management professionals in areas of responsibility.
- Highly skilled in all aspects of project management including scope development, project planning, and project execution.
- Demonstrates clear and effective leadership in line management function.
- Proactively promote and participate in matters relating to safety and environmentally sensitive work practices.
- Participate in various formal EHS training activities as required by specific duties and responsibilities.
- Ability to plan activities, oversee the performance of work, and provide feedback, training and mentorship to develop skills and drive improvements in work performance.
- Demonstrates clear and effective leadership in all areas of project management.
Desired Qualifications:
- Certified Project Management Professional (PMP or equivalent).
- Licensed professional engineer (PE) or licensed architect, scientist.
- A Masters degree in an architecture/engineering discipline and /or related field from an accredited college or university.
Notes:
- This position is expected to pay $18,296 - $22,360/monthly, which fits within the full salary range of $16,262 - $27,442/monthly for the job classification of G02.4.

- This is a full-time career appointment, exempt (monthly paid) from overtime pay.
- Salary for this position will commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
- This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
- It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.
