Summary:


The core mission of the U.S. Department of Education (ED) Office of Federal Student Aid (FSA) is to administer the federal financial aid programs under Title IV of the Higher Education Act of 1965. We ensure that all eligible students and families can benefit from federal financial aid for education or training beyond high school. This position is located in the Department of Education (ED), Federal Student Aid (FSA), Policy Implementation Office (PIO).


This position is designated as a Professional/Technical position pursuant to the 1998 amendments to the Higher Education Act of 1965.


Duties

As a Data Analyst, AD-0301-00 (GS-12 equiv.), you will:


  • Design and implement comprehensive analytical programs to determine how Title IV policies will affect students and students’ financial aid.
  • Develop code to extract data from FSA data systems that is needed to support Title IV policy decision making.
  • Assist in creation of research papers based on administrative data, which will include collecting, analyzing and interpretation of data.

Qualifications

Specialized Experience

For the GS-12 (Equivalent) Level: Applicants must possess one full year (52 weeks) at the GS-11 equivalent level performing two (2) of the three (3) following work assignments:


  • Specialized experience with relational databases, writing data queries, and automating data processes using object orientated programming.
  • Specialized experience in writing analytical analysis and technical data documentation.
  • Specialized experience and training in quantitative (i.e., econometric, applied policy, etc.) analysis.


Knowledge, Skills, and Abilities (KSAs)


The quality of your experience will be measured by the extent to which you possess the following knowledge, skills, and abilities (KSAs).


  • Skill and ability to develop sophisticated data queries.
  • Skill and ability to analysis student data.
  • Skill and ability to write analytical papers.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. We will consider all qualifying experiences, including any volunteer experience.


Education


Applicants must also have a degree that includes or is supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least one course was in research methods and at least two courses were in statistics. Or have a combination of education and experience with at least 24 semester hours in a field related to the work of the position to be filled, including at least one course in research methods and two courses in statistics, plus

appropriate experience or additional education.
