DESCRIPTION

The mission of the Student Health & Well-Being (SHW) cluster is to promote a culture of health and well-being for the student community, deliver equitable high quality innovative services, incorporate inclusive approaches, and celebrate diversity, with the goal of adoption and maintenance of healthy behaviors contributing to the academic success and personal development of all students.

The Tritons Crisis Response Team (TCRT) Behavioral Health Counselor will support UC San Diego Chancellor's commitment to re-envisioning campus safety and policing towards a welcoming service-oriented, and community-centric university campus. The incumbent will promote a campus culture emphasizing fair, collaborative, and trusting community relationships, and respectful and humane methods to campus safety. Incumbent must be a skilled mental health professional who is multiculturally responsive, trauma informed, and possesses specific training, skills and demonstrated experience in providing behavioral health services. The incumbent will work side by side with the TCRT Manager to achieve organizational objectives. The health professionals will be embedded within the UC San Diego Police Department, prioritizing the well-being of the entire campus community. This incumbent will respond to crisis situations and deliver onsite, immediate and personalized mental health interventions within a framework of inclusion excellence, social justice, and the aspiration to eliminate health care disparities.

Incumbent must be experienced in reducing barriers to mental health care in a multicultural university environment, to provide critical behavioral health services to a diverse campus community.

Under the general supervision of the CAPS Director or designee, the incumbent performs specialized mental health care to support the campus community, and students in particular, to enhance their educational experience and reduce the impact of mental conditions and personal distress on their well-being through appropriate assessment, diagnosis, treatment planning and referrals to campus and community resources. The incumbent will develop interventions, treatment plans, bridge care, monitor progress, and assure effective coordination of care between providers at CAPS, other campus resources, and mental health providers in the surrounding community. The services provided will include triage, crisis intervention and focused, brief psychotherapy, as well as coordination of care and specialized case management for high-risk students discharged from the hospital. Treatment plans may result in off-campus referrals to intensive outpatient and inpatient programs and specialized and/or long term psychotherapy.

The TCRT will serve as first responders in wellness checks, behavioral health crisis triage, and mental health emergencies within the campus community, reducing the role of armed officers in non-criminal calls. The TCRT provides rapid response and in-the field assessments, crisis management, transport, and referral, using trauma and culturally responsive practices and interventions at all levels of care. Types of calls may include wellness check, 5150 evaluations, telehealth and on-site in-person crisis interventions, de-escalation, consultation to campus staff, faculty, and administration regarding mental health concerns, and communication related to mental health and well-being. The TCRT is designed and operated in alignment with a continuum of care services principles and practices meeting the highest standards under UC San Diego Health.

MINIMUM QUALIFICATIONS

• Demonstrated commitment to diversity and inclusion to foster the best possible working and learning environment.
• Demonstrated ability to carry out effective, trauma informed, and culturally responsive field work with the campus police and security officers.
• Demonstrated knowledge and understanding of state and federal health care privacy laws, Title IX, VAWA, ADA, Title II, HIPAA and FERPA, as well as professional ethics or regulations that govern the work.
• Master's degree in a related mental health area.
• Knowledge of business software and specialized applications / systems used in behavioral health settings. Working knowledge of electronic medical/mental health records systems (EMR or EHR).
• Experience with rapid screening and assessment and diagnosis towards development of appropriate interventions and level of care while working under pressure.
• As appropriate, submit incident reports into the UCSD SHW Incident Report System, RL Datix or current system in use, to report near-misses, process problems or patient or employee injury events. Attend required trainings and refreshers for use and proper steps to follow.
• Demonstrated skill in effectively managing mental health emergencies.
• Demonstrated ability to actively foster a positive, welcoming climate, and value, include and support all in the UC San Diego community.
• Advanced problem-solving and critical-thinking skills. Demonstrated experience providing clinical interventions for the wide range of presenting issues with varying degrees of acuity, severity, and complexity, assessing and managing risk and disposition through case management and efficient follow up.
• Ability to at all times adhere to UCSD Health Medical Center (C.A.R.I.N.G.) Standards of Performance, and demonstrate the characteristics of professionalism in attire, attitude, conversation, behavior and attentiveness to others. • Demonstrated commitment and ability to acknowledge, advocate and support the efforts to dismantle structural racism and divisive biases based on race, ethnicity, sex, gender identity, age, disability, sexual orientation, religion, and political beliefs.
• Advanced knowledge and understanding of clinical counseling principles, methods, procedures, and standards. Advanced knowledge of a specific counseling domain.
• Advanced verbal and written communication with the ability to influence and persuade. Ability to communicate clearly, and effectively orally and in writing demonstrated by skills to record in a neat, orderly and logical manner, as well as to engage in a helpful, non-judgmental manner orally in person and by phone.
• Excellent interpersonal skills in general, and specific to mental health consultation work, are required including the ability to: develop strong working relationships; positively represent the mobile crisis response team across diverse communities; and interact effectively with both health care professionals and non-professionals regarding mental health concerns.
• Ability to work in a highly collaborative manner with diverse client group. Sustained knowledge and experience working with culturally diverse university populations, including ability and expertise with traditionally underserved and marginalized groups. Proven ability to work effectively in teams and interact easily, collaboratively, and productively with colleagues, supervisors, and member's of the campus community, maintaining a positive and cooperative work environment and relationships.
• Advanced ability to develop and present educational programs and / or workshops. Proven ability to develop and implement culturally proficient, responsive, and effective outreach programs and provide consultation, mental health promotion, and preventative psycho-educational outreach services.
• A valid California license as a mental health provider (Psychologist, LMFT, LCSW or LPCC).
• Proven ability and experience coordinating care with community mental health resources.

PREFERRED QUALIFICATIONS

• Specific training and/or experience working with problems particularly prevalent in college-age population, and in interdisciplinary setting focusing on student wellness.

SPECIAL CONDITIONS

• Occasional travel may be required. Must have access to reliable transportation to travel to off-site meetings and events.

• Ability to telecommute for work, if/when needed and operationally feasible, as determined by department.
• Must work evenings, weekends, holidays, and as needed, for after-hours emergency coverage.
