COLORADO PARKS AND WILDLIFE


Our Mission is to perpetuate the wildlife resources of the state, to provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado's natural resources.


The Field Services Branch of the Colorado Parks and Wildlife (CPW) is responsible for providing and/or overseeing the delivery of law enforcement and recreational programs, services, and trained field operations staff necessary to protect and preserve the State’s wildlife and parks resources, and the public using effective management tools including enforcing laws, rules, and regulations.


Description of Job


Specific Duties Include, But Are Not Limited To


The Assistant Director for Field Services is a member of the Division Leadership Team and is the top level administrator/manager over the operations, programs, projects, staff, and fiscal resources of a major organizational unit of the Colorado Division of Parks and Wildlife, the Field Services Branch.


  • Sets work goals and objectives.
  • Oversees the statewide registrations program for boats, snowmobiles and OHVs.Selects and/or directs the selection of CPW officer trainees, develops and provides field enforcement staff with necessary ongoing training, equipment and supplies.
  • Participates in strategy and the development, implementation of division-wide policy initiatives including organizational structure, mission and goals, organizational policy and procedure, resource acquisition and allocation, program development and revision, regulatory framework and similar initiatives.
  • Directs the State Trails Program to deliver sustainable outdoor recreation opportunities on lands statewide.
  • Develops and oversees branch, section and individual work plans and assignments.
  • Prepares or directs the preparation and evaluation of branch directives, guidelines and standards.
  • Coaches and develops individual employee’s strengths and develops a succession plan for the branch.
  • Serves as a member of the Colorado Parks and Wildlife Leadership Team.
  • Manages the Field Services Branch of Colorado Parks and Wildlife.
  • Reviews individual and work unit achievements on a regular and ongoing basis, formally evaluates work performance, and if necessary issues corrective and/or disciplinary actions.
  • Uses principles of diversity, equity and inclusion to inform all statewide strategies.
  • Other duties as assigned.
  • Decides which complex investigations of suspected criminal activities are conducted.
  • Supervises, directly and indirectly, all Field Services staff.
  • Directs the programs, activities, staff and fiscal resources allocated to the branch necessary to achieve branch, division, and departmental goals and objectives including strategic plans and priorities.
  • Oversees all branch related databases, including law enforcement record management systems, training records, radio inventory and state fleet management vehicle inventory.
  • Selects and/or directs the selection of CPW officer trainees, develops and provides field enforcement staff with necessary ongoing training, equipment and supplies.Oversees the Boating Safety program for both flatwater and swiftwater.
  • Directs the management of the Backcountry Search and Rescue program and develops and maintains working relationships with county sheriffs and BSAR organizations.


Minimum Qualifications

At least six years of professional experience in an occupational field related to the work assigned to the position, which must include at least two years of experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives AND a t least a Bachelor's degree from an accredited institution in a field of study related to the work assignment.


Substitutions


  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required general experience on a year-for-year basis, but not the two years of specific experience.

  • Current or former State experience relevant to this position
  • Current or former Colorado Parks & Wildlife work or volunteer experience
  • High level of written and oral communications
  • Professional level writing, research and communication development skills
Required Competencies


  • Excellent organizational and time management skills
  • Strong written skills with an understanding of legal and regulatory concepts and language
  • Colorado POST certification
Conditions of Employment


  • State of Colorado residency is required at the time of application.
  • Travel is required to meet the needs of the position and attend conferences and events.
  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
