Contract Manager- Disaster Recovery

Hill International is seeking a Contract Manager in Saint Thomas, Virgin Islands.

• Invoice Screening: Upon initial intake of an invoice, reviews invoices for contract compliance
• Maintain records for correspondence and documentation in relation to new contracts, established contracts and this in progress.
• Budget Monitoring: High level tools will be developed to continuously monitor the budgets for contractors.
• Contract Amendments: Analyze appropriateness of proposed contract amendments based on needs, budget, and contract terms and conditions.
• In collaboration with the Finance Unit (within the Division of Administration) the following services will be rendered to ensure budgets and invoices are in alignment with Contract Terms and Conditions.
• Evaluation of invoice review process against industry standards and best practices to provide guidance for development of management tools to facilitate review and processing.
• Reasonable costs analysis as needed.

• Bachelor’s Degree of Accounting or Finance, Master’s Preferred.
• Must be local to the project (US, USVI or PR).
• Prior FEMA disaster response and recovery experience within last 10 years.
• Full Covid-19 vaccination is recommended. Mandatory vaccinations and proof of vaccination are subject to client requirements, federal, state or local law.
• Travel may be required.
• Proficient in Excel, Access, and Powerpoint.
• Certifications for commercial, professional and federal contracts as provided by the National Contract Management Association.
• Preferably a CPA.
• Must have fluent verbal and written communication skills.
• Must be able to work both independently and in a team environment and under stressful conditions.
• 10 plus years of experience.
