Disaster Management Specialist – Preparedness Exercise (Consultant)


Project Overview And Role


The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a five-year program (2019-2024) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia. The program aims at improving Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia on humanitarian issues in the region. The Program is implemented at the national and sub-national levels in support to the Indonesia National Disaster Management Agency (BNPB) in collaboration with other government institutions, relevant civil society organization and multilateral agencies. At sub-national level, the program is implemented at four provinces: NTT, NTB, Bali and East Java.


The Regional Autonomy Law No. 23/2014 states that provinces and districts must closely collaborate with the national government to ensure all citizens are provided with the basic needs outlined in the Indonesian constitution. These basic needs have been defined as the Minimum Service Standards (MSS) in Government Regulation No. 2/2018 outlining the roles and responsibilities of government agencies in meeting the basic rights of citizens. All provinces and districts are requested to integrate the minimum service standards (MSS) for disaster management and required to prioritize budget and programs to fulfill the constitutional rights of every citizen in line with Ministry of Home Affairs Regulation No. 101/2018. MoHA is responsible for ensuring governance for the implementation of the MSS of disaster management in close collaboration with BNPB, which is responsible for developing technical guidelines to ensure that local governments can meet their MSS obligations.


Moreover, there are three basic types of services in disaster management that must be provided by district/city governments to every citizen at a minimum, namely, (a) disaster risks information services, (b) disaster prevention and preparedness services, and (c) services for rescue and evacuation of disaster affected population. To support the implementation of MSS for Disaster Management, the National Disaster Management Agency (BNPB) particularly plays an important role in the provision of Norms, Standards, Procedures and Criteria (NSPK) that is urgently required as guidelines for local government in development of compulsory local documents and guidance for effective provision of disaster management basic services.


As part of the effort to support the priority Norms, Standards, Procedures and Criteria (NSPK), BNPB through Directorate of Disaster Management System requested Program SIAP SIAGA to engage a consultant, a knowledgeable and experienced professional to develop draft guidelines of (a) Disaster Preparedness Exercise/Simulation including Community Drill, and (b) Operational Control and Provision of Disaster Preparedness Infrastructures. In carrying out the activity, the consultant should have close coordination and consultations with related directorates/works unit within BNPB, Ministry of Home Affairs, and selected BPBDs in the target areas of the SIAP SIAGA program.


Primary Duties And Responsibilities


Under the leadership of the SIAP SIAGA National Program Lead and DM Adviser, the Disaster Management Specialist will undertake the following:


Draft Guidelines of Disaster Preparedness Exercise and Community Drill Exercise with the following criteria:


Formulate the targets of the direct services to provide local government officials and citizens proper training in disaster preparedness.


Formulate guidelines for the achievement of these service indicators by showing the percentage of number of apparatus and citizens participating in the training.


Contain Indoor Exercise component (table-top exercise) in accordance with achievement targets in the implementation and technical guidelines of MOHA Regulation No. 101/2018


Equip with the component of Pre-Field Exercise activities in accordance with achievement targets in the implementation and technical guidelines of MOHA Regulation No. 101/2018


Referencing to the other existing regulations and guidelines related to Exercise and briefly analyse the potential challenges and opportunities faced by BPBD during implementation.


Draft Guideline of Operational Control and Provision of Disaster Preparedness Infrastructures


Ensure gender equality, disability issues and other aspects of social inclusion are included in the draft guidelines.


Consult with relevant working units within BNPB, Ministry of Home Affairs, and selected BPBD as required.


Provide monthly reports to the SIAP SIAGA National Program Lead on the progress of the works being done.


Perform other relevant duties as may reasonably be required by BNPB and SIAP SIAGA leadership.


Input and location


It is anticipated that the total input will take up to 40 days from starting date to 15 September - 31 December 2023. Work will be a combination of home-based and BNPB office in Jakarta and home based as required.


Required Qualifications


  • Experienced in specialist areas including DRM policy drafting, emergency response, and information management.
  • Demonstrates ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion, and
  • Master’s degree in relevant field study
  • At least 10 years of experience working in DRM in Indonesia and/or the wider region
  • Fluent in written and spoken Indonesian and English languages.
  • Experienced in working in consultation with government and civil society and community partners
  • Experienced in working with BNPB and/or BPBD is an advantage
