Case Manager - Team Lead

The US Department of Health and Human Services (HHS), Administration for Children and Families (ACF), and the Office of Refugee Resettlement (ORR) historically cares for Unaccompanied Children (UC) crossing into the United States. As required by the Flores Settlement Agreement, ORR must deliver safe, child-friendly care for these children. ORR needs a trusted partner to manage and provide a full spectrum of services.
The primary goal of ORR care is to place children in family settings that are safe and will remain safe for the child. Within the ORR network, case managers act as family reunification specialists. Case managers drive the reunification process, which requires developing quality relationships with UCs, potential sponsors, and family in home countries; uncovering and addressing gaps and inconsistencies in stories that might point to situations of trafficking or other insecure placements; and supporting sponsors through the sponsor-vetting process so that UCs are reunified as quickly as possible.
In support of this program, iParametrics will provide on-site case management services. Case managers navigate the barriers to reunification posed in each case, while developing quality relationships with the youth, sponsor, and family in the home country. These relationships are at the core of meeting the needs and best interests of UCs, and to the trauma-responsive care that many children require.
Responsibilities

• Responsible for direct oversight and supervision of all case managers within their unit. This includes ensuring consistent processes and procedures are followed to allow for safe and timely reunification of the child.
• This individual will ensure that all assigned cases are allocated appropriately, with each case manager being responsible for the appropriate number of children and reunification cases to meet the ORR reunification timeline requirements based on the complexity of the case.
• Lead Case Managers should demonstrate the skills and ability to demonstrate diplomacy and discretion to effectively negotiate and resolve issues with minimal assistance.
• Ensure integration of all needed and preferred supports and services.
• Conduct regular case reviews to ensure all client records are properly maintained.
• Expectations are that this person will have a deep understanding of the Flores Settlement Agreement, and overall responsibilities of the case management team in helping the child reunify or be transferred to a more permanent placement.
• Ensure all care management procedures are followed in providing comprehensive care coordination.
• Identify areas of improvement and training and address any issues with their case management team in a safe and timely fashion.
• Responsible for overseeing a team of 8 case management personnel delivering the reunification mission for unaccompanied children in the care of ACF and HHS ORR.

Minimum Requirements

• Must have a minimum of 3 years of progressive employment experience that demonstrates supervisory and case management experience working with child welfare standards, best practices, and compliance.
• Proficiency with health-related computer applications.
• Fluent in English and Spanish is highly desirable.
• Master’s degree from an accredited university in behavioral sciences, human services or social services.
• Compassionate, with strong communication skills including verbal and written communication skills, along with strong interpersonal and organizational skills.
• Certification or experience in conducting assessments of children who have or may have been victims of abuse, neglect, or trafficking is highly preferred.
